Issue 19 badges - quick questions

I counted those badges.
Sadly not sure if I19 will be today now

I don't really have a problem with the idea of there being a few badges that might forever be out of the reach of Primal Earth badgers. Praetorian-based characters will never be able to have the anniversary badges prior to August 2010 (which means they'll never get the 5th Columnist gladiator or the Pursuer/Elusive badge either) so there could be some "lost" badges on both sides.

So either you have to switch alignments for both or join in on someone else's arc as a tourist.

Right now, my level 25 Praetorian turned Hero had no access to the Crystal Flashback until he turned Level 25 (not with Entrusted with the Secret and not in the Base).
Once he turned 25, he got access to all the pre-25 Hero Flashback arcs. There were no Praetorian arcs available.
If Praetorian Flashbacks are coming, it's not in I19.

I moved it to the talk page because it wasn't an Issue 18 badge (could not be earned by anyone), and it isn't a valid Issue 19 badge either (still cannot be earned to my knowledge).

By my count, for any Primal Earth character there will be 206 new badges up for grabs when Issue 19 goes live (putting the very top badgers very close to 1,200)
I'm surprised there's only 5 badges for Apex but 6 for Tin Mage. Is that right?
