A rough idea I had for such a thing...
1. Laser Burst- Single target, 3 ticks of Moderate energy damage, Recharge: fast, Foe: -regen*
2. Laser Blast- Single target, Moderate Energy Damage, Recharge: Moderate, Foe: -regen, 80% chance for Knock down
3. Full Auto Laser - Cone (5 targets max), 17 ticks of High Energy Damage, Recharge: Long, Foe: -regen, Knock down
4. Aim
5. Laser Sweep- Cone (10 targets max), moderate Energy damage, Recharge: moderate, Foe: -regen
6. Cutting Laser - Single Target, Superior Energy Damage, Recharge: long, Foe: -res, -def
7. Laser Beam - Narrow Cone (3 targets max), high energy damage, Recharge: Moderate, Foe: -res
8. Stunning laser - Single Target, Minor energy/smashing damage, recharge: moderate, foe: stun, -regen
9. Orbital Laser - Targeted AoE (16 targets max), superior energy damage, Recharge: very long, Foe: -regen
*I had been thinking of something like this too but the big question was "what would it's secondary effect be to set it apart from energy blast, radiation blast, Electrical blast, and sonic blast?" in my grand imagination, I figured just using -regen we see in plasma blasts.

Just a quick post due to time. I always imagined that lasers in game would be a mix of energy and fire damage. The secondary effect of -regen is a pretty good idea. Another gimmick, in case -regen of any amount is unacceptable on a blaster, could be increased range. Increase the range on the standard blasts to 100 instead of 80. You have inspired me to do a full set write up however it will be later today when I can do it.

As far as the damage buff is concerned, it might over-lap a bit much with the blaster damage buff in Defiance a bit too much (but then kin melee worked out for brutes, even if they kind of already had a siphon power effect) or it might possibly become a question of "why not give it a -res debuff then?"

I like the idea of the set, and have always supported some kind of energy rifle set. JUST the two or three attacks Mastermind Pulse Rifle gets aren't enough. I want a full set of these.

A few months back I devised a set that made use of "ammo swap" (as to differentiate it from other energy sets) and "piercing rounds" (because it would be cool). I had two tier 9 ideas, one that changed the beam to a powerful "hyper beam" (a la Super Metroid) for 15 seconds, the other was just a Thunderous Blast type of thing.
Another power idea I had was along the lines of Thunder Strike, massive damage to one target and moderate damage to the surrounding targets, except in ranged form.
Whatever the case, I'm awaiting patiently until the devs decide to put such a set into the game.

Anyone else have any suggestions for what it might consist of?
The only thing I'm set on from my idea is the idea of the tier nine nuke involving an orbital cannon being fired down from above, realism be damned.

That's kind of why I want to see lasers, plasma blasts, energy balls, energy sprays (think Arachnobot lieutenants), that ball lightning style Photon Grenade and so on. Beams, blasts, pulses, balls, etc. Even something like Energy Blast skirts the line, with Power Bolt, Power Blast and Power Burst being just about the same power.

... Though I, personally, am totally on board for that.
We could mix it up using the plasma pulses from the clockwork, the 'bubbly' energy from the Arachnos blasters, straight, color tintable laser pulses, it'd be sweet.
Also, while I originally didn't include photon grenade for fear of getting a repeat of the Assault Rifle set (which i'm slowly starting to accept in my mind as I come up with an idea to justify all those different munitions, I'm thinking I'd pretend them all as grenades of different types, the buckshot is a hornet nest of 9 millimeter slugs, flamethrower and ignite would be dragon's breath but as grenade shells...) and for fear of making it too overpowered with strong AoEs, but I do see your point.

In fact, if I were designing something like this, I'd go like so:
1. Mace Blast from the rifle
2. Pusle Rifle Burst
3. That Arachnobot energy spray cone attack
4. Build Up variant
5. Photon Grenade
6. Tesla Cage or a re-run of that lost containment temp power from that one mission
7. Assault Bot Plasma Blast from the rifle
8. Laser Beam: just a long, bright laser beam from rifle to target
9. Orbital Lance power via targeting laser from the Rifle
Pretty basic setup, really - three blasts, AoE, Cone, control, Build Up, snipe, nuke. If we must be fancy, we can probably come up with something new to do with Build Up, such as adding Energy damage to attacks like Fiery Embrace does.

Haven't really wrote out a whole set just kinda made . I've really wanted to see a high tech rifle like a laser rifle. I think it would be cool to have a rifle that shoots blasts similar to what the robot mastermind's pets can shoot. Some set that could use the laser bursts, plasma blast, and photonic grenade. If the devs are looking for something that breaks the mold maybe a version of the peacebringer's photon seekers, name them hunter killers or something similar, could replace aim but be placed later in the set at the 8th power.
