Shield Tanking Goodness.
Once Shield starts to mature it gets pretty danged good. With my Shield/Fire I found that I was really squishy until the mid-20's or so when my defenses climbed to around 30%. From that point on it felt pretty solid, now at 50 it's just a notch or two down from my Invuln in durability and has MUCH better damage output.
I don't think your Shield/Elec will disappoint you on the road to 50.

It takes a lot of money to make a shield/fire just a "notch or two" lower from invuln. Found myself wanting higher resistances so I rolled a DM/Invuln Brute.
That being said shield soft-capped will make you pretty darn tough unless you want to solo higher level +8 maps. Be careful soloing at high levels, bosses will take forever to kill if you don't have good single target damage

While OwtS is up I'm at 90% S/L resist, ~50% to all the rest but Psi. With OwtS down I'm at 45% S/L resist, ~25% to all the rest. I have ~50% defense to all positions so I've a comfortable margin for debuffs and near-capped debuff resistance when AD is overlapped... or roughly 40% of the time.
It's plenty tanky... not quite up with Invuln but not far below.

it doesnt take much to soft cap a shield tank. Just take weave, add a stead fast, and a set for each just for good measure.

My Shield/Electric Tank just hit 40 and he is a blast to play. His current build doesn't have Tough or Weave yet (planned on taking them in the 40s) but with I19 coming and inherent Fitness I will be able to respec them in much earlier. He can deal some brilliant AoE damage and I can easily see him becoming one of my fav toons to play. I currently solo very comfortably on +0/x3 but find myself agroing multiple groups and not having any particular issue with them.
Yup, I think I spent about 40 mil on my shield/mace - total build would be worth more because I bought the recovery uniques with merits, but aside from those splurges the build is almost entirely pool a/b recipes. Multistrike, red fortune, crushing impact, oh how do I love thee...
~50% positional defenses, ~45% S/L res, and boosted HP is nothing to sneer at. I don't have membranes in AD or lots of recharge so my DDR is only in the 60s, but that's still enough for my 5% cushon to absorb a couple hits. The 25% global recharge might not be enough for significant stacking of AD, but it nicely makes up for the lesser recharge of the multistrikes. It's a hell of a tank once you get it up there.

I had a wonderful time and I want to share:
I have been working on a shield/elec for the past few weeks specifically to make it an incarnate. Over the weekend I had the first chance to tank on a full team and see all the team based defense powers in action (at 28). It took a while for the team to build up and it was doing ok but still slow and a few wipes. When we got to 7 however it was suddenly a different story. We only had a dark corr so heals were sporadic but when everyone got on my butt we were charging into +2 mobs with hardly a dent in our green bars. The leader even gave a "go team" at one stage it was awesome.
