Yes, the rogues getting stuck at the bottom of the RV elevator has been mentioned before, and probably /bugged, but the devs haven't commented or anything.

Rogues are still classed as villains. You just get visitor permits. IIRC, the drones in RV at the Hero Base still classify you as a villain as well and one-shot you. That may have changed recently. I don't go to PvP zones if I can help it.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Best way to fix it now is a TP or Ouro Portal.
Pray that you have Pocket D VIP TP or the likes.
I'm surprised you were able to get down the elevator in the first place. When my rogues were going for explores in Atlas, I wasn't able to go down the vator at all. I was tpd down and then could not use the elevator up, so I was tpd back out.
Maybe this got half fixed at some point.

Yeah I got down without any issue at all, which is partially why I was so confused about not being able to get back up again.
Thankfully I had Ouro portal to get myself out again without having to /bugged and yeah, I was going after the Exploration Badge and discovered...

I'm sorry if this has been posted before but there is a problem with the Elevator down to Recluse's Victory in Atlas Park.
I'm Rogue alignment, and although it lets me into Atlas Park, into City Hall and down the Elevator to Recluse's Victory, it will not let me back up telling me "Only Heroes Allowed"
