I like it from the point of view that I'd likely get it almost by default on my main badging characters. 
But the main problem with these "collective" type badges is that it sort of makes it hard for the Devs to ever add another badge that might apply without messing things up. They could do it of course, but they'd have to be careful to readjust the requirements of any related accolades like this.

That said, I don't think it'd be a good idea. I'd be willing to bet that more zones will be added to Praetoria eventually, and with that will come more exploration and history badges that would foul up any accolade awarded for earning all of them.
I like the idea of it, but I think it should be side specific. All blue side history badges to earn the Blue side version and so on.
In my opinion, there should be no accolade that can only be earned by forcing a side switch to complete except for accolades specifically tied to side switching.
I kinda see your point about the SG beacon badges. They should either fix them or award the beacon when they award the accolade for the zone in SG mode.
Frankly they are easy merits and I do 'em on non badge characters just for that reason.
I just came up with a new Accolade, it doesn't have to have any power, but it involves having these badges;
Hero History Badges:
Academic, Alumnus, Authority, Digger, Disciple, Expert, Ghost Hunter, Historian, Intellectual,
Just Said No to Superadine, Pupil, Researcher, Savant, Scholar, Scholastic, Student;
Villain History Badges:
Arachnos Rising, Lorekeeper, Swashbuckler, Technofreak;
Praetorian History Badges:
Starstruck, Headjuiced;
Midnighter Archivist;
The Professor Badge.
We could call the Accolade Badge, The Wisdom Badge or Graduate Badge.
