Two Suggestions and a Question

Praetoria goes to level 20. I suppose they could have just disabled tips in Praetoria altogether (although standard code rant applies) but I think that's at least part of the reason why.
Also, is there a specific reason why tips start dropping at level 20, instead of 10 or 15? I wonder this every time I think of all the prestige my supergroup missed out on by my having to take a villain all the way to 22 or higher - when the toon fully crosses over, and can join the group. If there's a practical reason, then that's cool. If it was an arbitrary choice, I wish someone would consider lowering the level. Thanks, all.

"You don't lose levels. You don't have equipment to wear out, repair, or lose, or that anyone can steal from you. About the only thing lighter than debt they could do is have an NPC walk by, point and laugh before you can go to the hospital or base." -Memphis_Bill
We will honor the past, and fight to the last, it will be a good way to die...
1. while a nifty idea, i don't see it being needed. also to buggy.
2. you be better off trying to find a pot of gold at the end of a rainbow. also, we can already store recipes in the form of crafted enhancements in the base. and if you are talking about costume, temp or respec recipes, we can now email them to any body. even ourselves.
3. even if you started in preatoria, your group would still have to wait until you hit lv 20 at least to get into that sg.

The content in Going Rogue was divided into two groups.

1) Praetoria - 1-20 content.
2) Tip missions - 20-50 content.
Tip missions start at level 20 because Praetoria is the level 1-20 content that was released with Going Rogue.
If I had to guess, it was done like that so side switching has more of an impact. You spent 20 levels being a hero or being a villain. That has more impact on a story than someone turning traitor right away. It means you've established yourself as being on this side, and then you suddenly switch allegiances.
Think about every movie you've ever seen where one character betrays another toward the end of the movie. Would that have been the same if that character had betrayed them at the beginning of the movie? Probably not, because they spent the entire movie establishing who this guy is, only to have him turn out different. If he were a traitor to begin with, the betrayal wouldn't be a very good plot point.

A friend and I were talking CoX wishes, and agreed on these.
1. Turning the toons' cellphones into smartphones by giving us remote access to the Market and Vault Reserve. Just being able to see what's there, and place bids, would be enough. But, at the end of some missions, when we check in with the contact, we're able to give them something over the phone - a recovered report, sample, book, etc. So, with Wenty's and VR, being able to move stuff back and forth would be nice, but not urgent.
2. Recipe storage for group bases.
