Basically they're npcs that fight for you and otherwise help out. All masterminds get pets, most controllers and dominators get pets, and anyone with dark miasma powerset. There are also some in epic power pools and some from temp powers. Mastermind pets are the only ones you can directly control.
They ALL float down here. When you're down here with us, you'll float too!

Actually speaking on this subject, freedom is not as "freedumb" as it used to be, much like the increase of invuns, I have seen a increase of people with skill.

Mr Imposible, there are some temporary power pets with limited charges anyone can use such as Shivans, Warwolfs, Vanguard Heavies and Amy Jonnson. These are usually acquired by completing specific mission arcs, task forces, zone events or purchased with special merits.

Correct me if I'm wrong, and there is a high chance as always, but can't you also get arachnos pets if you turn villain and choose a Patron that gives them? Such as the spiders, Mu, Widows and Corlax.
