IO Recipes are bought from the market, they do not have vendors. Although you can buy them with Merits from Merit Vendors.
Assuming you don't want to bother with crafting, the best thing is to just buy crafted IOs direct from the market.
Ghost Falcon in Peregrine Island should sell level 50 SOs along with levels 40 and 45. Also try the Rikti War Zone and Cimerora.
Ghost Falcon requires you to do a misison before he seels to you so the Rikti War Zone is the easiest location to get level 50 SOs (talk to the Vanguard Quatermaster).
If you're not a Hero (and not everybody is), you can visit the Elite Quartermaster in Grandville for level 50 Enhancements.
I'd recommend you DL Mid's Hero planner. It lets you build, change and plan every little detail as much as you like.
It's also an excellent way to become familiar with sets and set bonuses offered. The IO system can seem overwhelming, but a little reading and Mid's you'll be IO'ing and loving the bonuses.
Or frankenslot for maximum effect of your powers instead. The system really is worth looking into, it extends the life of a character, and adds a new layer to game play.

I believe for both villains and heroes Oroboros is the easiest store.
But I second the advice on frankenslotting.

Alright, this is my first level 50.. I've never dealt with doing enhancements much. I've always just worried about leveling... Now that I just hit level 50 I can't find a level 50 vendor for enhancements. Where do I go? I don't even know where to begin with IO's..
