IMO, the best way to do this is get a mouse with some side/thumb buttons. I have a logitech mx 510 (I think). You can do this in the options menu in game. I binded target next enemy (Tab by default) to the top thumb button and target nearest to the bottom thumb button. It's VERY useful in zone/arena with a high volume of people. Target nearest is great for counterattacking quickly, or re-targeting after being confused or placated.
