I haven't taken the time to really look over your build, but I did notice that you've got the Fitness pool in there. With the Fitness Pool becoming inherent in Issue 19, it might be a good idea to start planning for that now. I found this helpful post earlier, which shows you how to edit Mid's, allowing you to account for the Fitness Pool being inherent right now, even before they update it.

I've been running all my builds through this now, in anticipation of the change. You might be able to find a couple of powers you couldn't take before, and take advantage of some sets there.
Thanks MegaMan but I would still slot fitness if I got it as an inherent so the only difference would be that I'd have the stealth, grant invis and invis in there with LotG 7.5s in them.

I dont get the 5 slotting with ToDs - I reckon it's just for the Damage buff? Personally I'd six slot those sets (taking the slots from Body Armor) with Makos to get some DEF to Ranged.
I'd also pull the steadfast KB IO out and stick in a Steadfast RES/DEF IO. In this game DEF > RES and since you're a hover blaster you just do a flip when you get KB'd.
I'd also pull the slot out Sniper Rifle (the HO) and stick it in Burst and six slot Burst with Thunderstrike.
I'd also slot Stamina with one level 50 IO END MOD, one level 50 Performance Shifter END MOD and one level whatever Performance Shifter proc.
Below is build you can check out I took CFR at 41 and Body Armor at 49. CFR is 4 slotted with Basilisk's Gaze which adds another 7.5% recharge
You also have 21% buff to Damage before Assault is on AND 20% DEF to RANGED which means you get mezzed less.
How important is DEF? My main blaster is currently sitting at 45% DEF to S/L and about 33% to Energy. I rarely get hit or mezzed and I live in melee range (He's electric/electric/mace)
Now the suggestions I made involve at least two respecs - to get out the IO sets and will involve some marketing (which shouldnt be a problem if you have a purple set)

Yeah most everything taken has been for the damage buff. You were right though on body armor those slots weren't needed there. I removed two of them and placed them in stamina to slot another perforamnce shifter set. I also changed out the remaining slots in body armor to an Aegis +psi res and +mez res and an Impervious Skin +mez res. That upped the +damage to 42% with assault on. That plus the recharge has put this build as close to pre ED damage slotting and perma hasten as I think I can get. I've got 5 3% dmg buffs, 5 2.5% damage buffs, and 1 4%dmg buff. I think thats gonna be as good as it gets. Thanks for pointing out the body armor slotting to me, not sure what I was thinking.

As for the build:
Again, damage buffs are a relative waste. With this very devoted build, you still only have a little more than what a small red would offer. at +30% damage, you're relative damage increase after enhancements and assault is more like ~14%.
Compare that to a defense-focused build, which would be 20x more survivable, the effective damage output would be much higher.
Now, if you're in a duo/trio/static team that gives you the survivability that you lack from outside sources, that's another story.
Either way, consider Crushing Impact instead of Touch of Death. 15% recharge > 7.5% damage. Also, Hasten would be better than Assault or the Freeze Ray.
For your goals, I think this is pretty well optimized as it is. I would definitely consider going the defense route though.

I'm building a Assault Rifle/Electricty Manipulation blaster. Im working on a mix of damage, recharge, and accuracy. So far with a little tweaking I've gotten the recharge to 53.8%, the accuracy to 56%, and the damage to 39.5%. I'm not going for survivability so I haven't slotted for defense at all.
