Shield/SS - what should my next step be?

I have a lvl 50 Shield/SS tanker (see build below). I was playing him when shield first came out and had cobbled together a build. I have seen high end builds but the problem I have is influence is at a minimum (as in under 10 million inf available currently).

I would appreciate it if people could look at my build and suggest what areas should get priority for improvement as I start working towards making him better (and making some money).

I'm not sure what you mean when you say you have very little inf but then you put a build with a full set of Gaussian. That stuff is mega expensive. So are Oblits.

Many of your powers are overslotted. Conserve Power you have given 3 recharge but Active Defence 2?? Hasten 3? Physical Perfection is terribly overslotted. AaO doesn't need 2 endurance reduction. Stamina's slotting is again wildly over the top... each time I swap back to look at it I see more than can be cut down. Add health to the list... I'm stopping with that now, you should get the picture.

Why are you putting in sets of LOTG if you are poor?

Honestly you could probably build this with just plain SOs/IOs and get similar performance but at a miniscule fraction of your 500 million -> 1 billion inf build so far.

Sorry, wasn't totally clear.

What you see there is already in the build (which is why I'm out of INF lol), not what I am looking to put into it.

Just a note before i critique your build: i have a lv50 shield/Elec tank that I IO'd out and is around 40-45% defense. So it is possible. Just not how yours is built. You over slotted several powers... nothing a respec cant fix though. I also have experience with super strength. lv50 WP/SS tank. Also IO'd out.

first you need LOTG x4 in deflection and battle agility
for a set that is positional defense, you need to use sets to complement that. Get rid of crushing impact and put touch of death and/or mako's bite in your melee attacks. for scirroco's i only go with 5 of those. the 6th is a wasted slot imo. For true grit, complete your set of steadfast and nothing else in it. perfect zinger is good for taunt but 5 slotted mocking beratement would work too if you needed an extra slot. for health, just 1 slot it. add anohter slot to true grit and put the regen tissue in it instead. maybe if you have the cash, put numina and miracle in health. with inherent fitness in a month or so, i wouldnt waste a slot in health. I do NOT like being forced to use CJ just to add sets to it. but I am fortunate that i am a vet enough to skip it if i want. 6 slot stamina with perf shifter. A shield tank DOES NOT NEED TOUGH OR WEAVE!!! And you overslotted physical perfection. I can post my build if you wanna look at it. yes, it is elec melee but i think you could use it as a guide.

Here's something I just cooked up.

It comes in slightly lower on recovery and regen than the build you posted, but the attacks are slotted for more end reduction and your end drain from toggles is significantly lower.

I also used some Red Fortunes and Stupify to get you a TON more recharge, to lower the downtime you'll have on Hasten.

Added some Force Feedback procs rather than damage procs. I'm not sure how people feel about that in general, but that 5 second burst of 100% recharge has a chance to proc on every enemy struck by Footstomp.

I also added Haymaker (crucial for taking out Lts and bosses), so you don't have a travel power in this build. If you don't have Ninja Run (or don't want to use it), you could drop Grant Cover, although you'd be missing a lot of Defense Debuff resistance in that case.

I left two recharge IOs in Active Defense in case you end up Exemplaring down and losing some of your recharge bonuses. Not having 100% uptime on that really blows.

Anyway, here it is. I used what you already had in your build, plus some other cheap sets. Nothing you can't get with a few more million inf than you currently have.

For true grit, complete your set of steadfast and nothing else in it. perfect zinger is good for taunt but 5 slotted mocking beratement would work too if you needed an extra slot. for health, just 1 slot it. add anohter slot to true grit and put the regen tissue in it instead. maybe if you have the cash, put numina and miracle in health. with inherent fitness in a month or so, i wouldnt waste a slot in health. I do NOT like being forced to use CJ just to add sets to it. but I am fortunate that i am a vet enough to skip it if i want. 6 slot stamina with perf shifter. A shield tank DOES NOT NEED TOUGH OR WEAVE!!! And you overslotted physical perfection. I can post my build if you wanna look at it. yes, it is elec melee but i think you could use it as a guide.

Honestly, I would tell you not to respec until I19 hits and we get inherent fitness. Looks like you have a number of slots not doing much for you in this current build that you will be able to use to improve your character in I19.

From what I can tell you are going for some regen and recharge in addition to soft-cap. That's a postive since you want SC up often and Shield has not active heal. However, there is not enough offense early in the build for my taste, since I exemp quite a bit to do TFs. In I19 and the extra powers we will be able to have, I would urge you to fit Haymaker into the build and slot it with some slots from Physical Perfection.

Boxing I would clear out to the base slot, unless you are using it for an attack which I would then suggest you find a way to take it earlier.

A few other minor things I would personally do in this build too:

Move a couple of slots out of Conserve Power and finish the Aegis set in tough.
Move a slot to SJ and get a third piece of BotZ in there.
Slot end red in Grant Cover over defense if I'm single slotting.
Put a recharge IO in the sixth slot in Footstomp to get 15% more uptime out of it. It is so good you wanto be spamming it.
Move a slot out of AAO and put it to work elsewhere, like in Haymaker.

I would also recommend that you get your +HP accolades as they are very helpful to all tanks and Shield particularly.

You're softcapped, so resists, regen, and recharge are the three things you can give some attention now. You only have 2 LotG:recharges, which can be bought with 2 alignment merits. Pick up a few more and put them in Phalanx Fighting, Grant Cover, and get a slot into Battle Agility to put one there. (Take it from Conserve Power). Alternatively, when i19 makes Fitness inherent you could pick up Maneuvers, Stealth, Grant Invis, or Hover and pop the 5th one in there.

I can't imagine you have endurance troubles. Replace Gift of the Ancients franken slotting for LotG franken slotting to get some more regen.

In Physical Perfection replace a Blue and Green IO with 2 pieces of Numina's: the proc (also 2 alignment merits) and a straight heal. That will net you more regen and more recovery.

If recovery becomes an issue, you could put the Miracle proc in health, and a Miracle: Heal. Shouldn't need to though.

When i19 changes, I would remove the slots from Boxing, move Phalanx Fighting way up, and take Haymaker. Give it the slots from Boxing. Once you get some more money you can look at upgrading that set and getting the ranged defense elsewhere.

With all that, if you have any free slots put a resist IO in Deflection. It has the same resists that Tough does, after all. Honestly, I would rather have that than the second slot in Active Defense. The occasion where doubling up Active Defense is useful will be much more rare than when some extra S/L resist will. I'm thinking like when the Rommy's fluffies die and you don't move it might come in handy. Or if you decide to solo a ton of Rikti Mezmerists at once...

Yes, obviously. I have found having a little padding at the cap for when I'm facing higher than even con is very helpful. Shield doesn't have complete DDR immunity like SR does either so in my experience, if you can get a few points over cap using a few wasted slots like those in CP or Physical Perfection it can be an option that helps.

No, i am neither ignorant or trolling. I think my advice was sound. Unless you are going for health cap, i see no need for heal IOs in true grit. Also no need for fighting pool. No cocaine either. Like i mentioned, I put together a great build for a shield/Elec without fighting pool. He doesn't get hit very often and I can control any hits he takes with a few inspirations. Take my advice or don't, i don't give a damn but don't discount it because some other player doesn't agree. As far as fighting pool goes, tough gives good S/L resist but unless you have the power slots(at least 2) it is a waste of slots. My shield tank's defense is more than adequate. And weave? again, you need power slots open to get weave. And you add 2 more toggles to your build getting tough and weave. Inherent fitness gives ya those 3 slots, sure but that is then. Do what you want, i am just giving you my take based on my own experiences with shield defense. Not every player plays the same or builds their toons the same. If the idea was to get massive recharge, max hp, then great. My advice was to supplement the defenses that shield has with the sets i mentioned. You can soft cap all 3 types of defense using the invention sets if you tinker with it. So, this means unless you go up against mobs that do massive defense debuff(ie arachnos, DE, malta) you won't take alot of hits. My first post might have sounded lame but i think i acquit myself nicely here.
