But I'm sure there are folks who'll be able to help you tweak your builds. I think a lot of us are going to be doing this, you're way more prepared than me that's for sure

11 seems to have the stats that would globally help the most based on the problems you specified. The main trade off I'm seeing is the loss of quite a bit of recharge compared to build 7, but it seems fair considering the damage boost.
Also, with build 11, I have Darkest Night which doesn't reflect in the numbers.
Would that throw your endurance costs higher than build 7's?
Yes, but I use ea like most use hasten.
If endurance costs aren't a concern then I see few drawbacks on build 11.
Only other thing I can think of to keep your mind working, is do your listed figures account for the use of Energy Absorption's defense buff and slow debuff resist? If not, nothing to worry about. However, if you had it listed as effecting like 10 enemies, obviously that's not a realistic situation in PvP and you may need to look your numbers back over.
I guess I need to look at the pvp numbers. These numbers are pve and do reflect 10 enemies around me because of the way I tank. But, to be fair, I did the same on all builds I did so the numbers would be accurate for a true comparison.

I am planning my build with Santa (lvl 50 Ice/Ice Tank) for the i19 release and City Traveller Vet Reward.

I started off by looking at my current build and how it performed. After removing inherent fitness and air superiority, I realized exactly how many slots I use for defense and offense.
MY first priority was to match my current numbers while at the same time better slotting enhancments and trying to reduce the number of slots or powers required to do this. What I came up with allows my to do away with the Boxing, Tough and Weave (the fighting pool). In total, I save 6 powers and 10 slots so I used my extra powers and slots to solidify my toon and make him hit harder.
After all was said and done and after 11 separate builds - 2 of which I really like. The resulting charts show how they compare side-by-side.
If you were faced with the numbers as shown, which way would you go or would you try a mix of the 2?
