Can't change from male to female? Why?!

Have to use the super tailor, any normal Tailor wont work.

Only Cosmetic Surgeons will let you change gender. They can be found at any tailor.

If you want an easy to remember cosmetic surgeon, either go to Pocket D and talk to Trina (if you have the Good vs Evil edition), or go to Cap or Atlas and use the Vanguard DPO to enter the War Zone (other entrances work, of course; those two are the lowest level), and find the tailor amongst all the contacts in the center of the base.

Maybe you can, I have just never tried it. Either way, yes, as others have said, you need to use the Cosmetic Surgeon, or, if you're doing this redside, the Facemaker Surgeon.
