P.E.R.C. Presents Mr. & Ms. Paragon Universe
Beginning Friday, October 15th, 2010 in Pocket D

“A Tradition Returns: Announcing the Fourth Annual Mr. & Ms. Paragon Universe Character Concept Contest!"

Drop the beats and cue the lights; it’s time to strike a pose!

P.E.R.C. is very excited to be celebrating the 4th anniversary of this incredibly popular event, starting this year on Friday, October 15th, 2010 in Pocket D.

This time around, Heroes, Villains, and Praetorians will be fighting it out under one roof for the chance to be crowned the City of Heroes Mr. and/or Ms. Paragon Universe!

We’d like to thank you all for three (3) great years of participation in the past and hope you will celebrate it with us again! * 1 Party Pack (The Emote Pack)
* 1 Five (5) Year Tee Shirt
* In-Game Gold Title: Mr. or Ms. Paragon Universe 2010

*Note: In order to receive the prizes finalists MUST attend the finals.

Contest Basics:
• Any Hero or Villain may enter.
• Only one entry per server allowed.
• Characters must be at least level fifteen (15) to participate.
• No late entries accepted. Arrive on time if you want to be judged.
• No member of PERC may enter (since PERC Reps will be judging).
• Huge body type heroes/villains will be determined to be male. Monster heroes/villains will be determined male or female by body type, and/or name and biography if necessary.

Costume Rules:
• Customized Weapons are allowed. This includes shields, blades, guns, etc. Players are asked to only draw weapons however and not utilize power animations.
• Powers Usage is limited: We understand that i16 has brought with it a variety of power customization opportunities however we have found that powers can effect other players unintentionally and can also diffuse attention away from other character components. We would prefer players limit their use of powers and utilize them for Aura purposes. Examples of powers allowed include but are not limited to Fire Shield, Rock Armor, Personal Force Field, and Invincibility.
• Be very careful in your power choices and avoid overusing multiple powers.
• Powers that effect other players will result in automatic disqualification from the event. Examples include but are not limited to Steamy Mist, Lightning Field, Hotfeet, and Shadowfall.
• Please contact a P.E.R.C. Chair Representative if you have any questions about a specific power.

Judging Rules:
• A panel of P.E.R.C. Representatives from other servers will be compiled to judge this event.
• Players are urged to utilize costume choices, weapons customizations, emotes, and auras in building their concept for display.
• Judging for the contest will be scored based on concept, costume, and creativity.

Semi-Finals:
• New to the contest this year is the Semi-Finals.
• Semi-Finals will take place in the Pocket D Arena.
• Judges will pick a total of 16 contestants (8 Male / 8 Female) at the end of the Server Judging Round to move on to the Semi-Finals Round.
• Each Semi-Finalist group will be taken into the Arena separately. Males first, followed by females.
• The PERC MC will start the Arena Event and set up the teams so that it is Judges vs. Semi-Finalists.
• Each contestant will have 1 minute to show off their powers!
• A "dummy" or "test subject" will be announced for the person to target.
• During this round it is IMPORTANT to listen to the MC & PERC REPS for any additional rules & details.
• Anybody who griefs and / or kills another contestant inside the Arena will be disqualified.
• All attendees, who do not make it to the Semi-Finalists, are invited to observe the Semi-Finals event once it starts.

Finals:
• The finals will be based both on concept / costume design (same rules as above) and additionally on a series of short interview questions.
• Questions will be provided to the finalists following the finalists announcements.
• Questions however will be asked LIVE at the finals only. Contestants do not answer the questions until the LIVE finals event.
• Costume scores will be formulated the same way as they were in the individual server contest rounds.
• Judges have the right in the event of a tie to refer to character biographies and how they apply to the character concept.

• Characters must be at least level fifteen (15) to participate.
• Players are allowed to enter on multiple servers.
• Power customization will now also be judged.
• A NEW Semi-Finalists judging round will occur inside the arena.
• We will be looking at biographies in the finals.

>_> This means I must choose red or blue for my Praetorian.... since she can't participate until she's out of her beautiful city! Unless I'm mistaken and Praetorians can access Pocket D now?

Yeah, they can access Pocket D. Use the VIP teleporter or go through Studio 55.

Incidentally, you get your Praetorian back *out* of Pocket D by going through a manhole behind one of the ramps. >.>

... or you can use the red or blue exits as well.

Last Saturday, I dropped by with my Praetorian toon to congratz Rasta on his 100th show, used the Port Oakes door out of Pocket D and ended up in Nova Praetoria.

Not this soon though I just am still contemplating keeping this character IN praetoria long enough to have higher level content there. I love the place so much.

It's kind of sad though that there are now 2 fewer categories for people to participate and/or win in, for this contest, now that there aren't hero and villain sides. Time was, you could figure out how many people were going to sign up (are there signups this time? I don't see any?) on which side and server, and head to the list with the smallest number to hopefully increase your chances. Now that people can also come across servers, ... I hope that there aren't a load of folks thinking that our "small server" wants their castaways participating in what should be a server-exclusive bunch of characters...

So, friend and I were there on time.
Perc guy says we have 8 female contestants, invites for all, no need for judging.
Waiting....waiting...tap...tap...tap...

Poof, everyone's gone except us 2.

Ummm, what kind of contest is that?

Don't mean to whine but if we were disqualified, I'd like to know why?

Wait... this was at 1 pacific... right.

So far in my experience, the PERC really needs to bone up on saying the right times for each time zone, server, and whatnot, AND actually advertising the day before the events. I was really hoping to bring my gorgeous Praetorian to this, but without any hint of "by the way this is at such a time tomorrow be there or be square" here, what the hell point is there to even HAVING the contests? This isn't the first time that the PERC has royally screwed up on contests. You guys need to actually listen to the complaints you get, and instead of defending your actions (or inaction) you need to actually CHANGE what you do.

Thanks for nothing, guys.

As I am the one who checked the line and verified there were only 8 and invited all the contestants. Were you on the platform with the other female contestants? I am not saying I could not have made a mistake, however there were 4 of us who were checking the area.

You mean the post you posted in multiple times. Someone could of bumped it, I will give you that, however it was here for a few weeks. Obviously you were not that interested in attending or you would of made a point of taking note. Also, for time conversion. They are stated as being in eastern. If you feel so strongly about PERC policy, volunteer, we need Protector reps.

I had forgotten about it, saw someone talking about it, and made it in. Congrats to the Winner (not me sadly)

Thanks for holding it.

Unfortunately the TF I was doing ran long so I could not be in Pocket D to cheer the participants (running myself was a moot point since I will be out of town the weekend of the finals).

Congrats to the winner(s ?)

When I wrote down when and where to go, my mother hadn't had to go to the hospital at 2 in the morning, nor over to the nursing facility for the next week where I've been visiting her trying to get her to eat and move instead of lay down and die. I come here to this game to escape crap - the least you could do is not make it sound so insulting that I wrote down where and when, but got too busy to triple check.

You "will give me" that someone should have bumped the thread. You need to be the one bumping it. You are the ones running the contest, not us. You need to get on the time conversions - it's very easy to just WRITE IT DOWN so people DO know, instead of, say, forgetting that it MIGHT be in a different time zone as they live, or MIGHT have been 'central instead of eastern' or whatever. It's your duty to do so, not mine.

And as for volunteering? Hell no. I've known plenty of people who've tried to help you people out by offering suggestions, joining, and finally getting so frustrated at the lack of common sense and communication among the group, that they quit. So, no. How about you actually read what I said: you need to get your own act together before you run anything more, because frankly you're not even bothering to phone it in at this point.

Nothing on the community calendar, didn't see you address that. Also, when there are people still hanging around? They're waiting to be judged. Obviously with four people you were STILL unable to organize well enough to judge everyone. That's not a failure on the other player's part here, don't lay that on them. You started the contest, you need to run it as carefully and thoroughly as you can in order to avoid exactly this kind of thing - and on Triumph to boot. Nice work.

Don't just blow it off, dude. It's time you actually started taking notes. Nothing I've stated here is difficult for you to manage, it's just plain lazy that none of the suggestions here and elsewhere have ever been followed.

We run a hami raid here every Saturday afternoon. EVERY Saturday, at the same time.

Every week, we post a new thread to remind people what time and what side.

Each time we post, we make sure to list time conversions, because it is VERY easy to get wrong.

And every week, we go in and bump that thread the morning of the raid, just to remind people.

Do you know why we go to such effort?

Because we CARE that people know it's happening and want to make sure that they are reminded. We COULD just say
"If you were that interested in it you would have taken note," but that would kinda seem like we didn't care.

I think someone dropped the ball here by not posting a reminder. And that someone should have been a PERC rep.

I'm actually kinda glad that I forgot all about this. The finals happen to be at the same time as the NorCal meet n greet so I wouldn't have been there anyway...

But yeah, I was sitting here reading the forums all day while this was happening and didn't even know it was today...

Or perhaps even posting the winners here. Or, making sure that they even care enough to represent our server in the finals.

I was in the CC, and I have to say, I was pretty disappointed too. I felt like the judges hardly looked at anyone's costumes and like they knew who they were going to choose before we even showed up, let alone before the semi-finals.

Yeah, there were only eight female characters on the platform, but there were two others floating around the D, and no one tried to chivvy them onto the platform or let them know what was going on at all. The judges saw there were eight women and went "okay, there are eight of you, you're all in the semifinals!" and never looked at our costumes before the powers segment.

All four judges looked at my costume for a grand total of about five seconds, after I worked on the concept, costume, and bio for the past month. The powers segment where we were supposed to get a minute each? Some of us got thirty seconds, some got a minute and fifteen seconds. I have loved doing this event in the past and I have enjoyed it, and I have always cheered for the winners. However, this year, I felt that no one was really given a fair chance to shine, and the whole thing left a bad taste in my mouth.

At the end of the event, the winners were announced in the Arena chat only and not in Pocket D or anywhere else, and no runners-up were announced. It was really confusing and disappointing to me to basically hear "Okay, these are the two winners, bye everyone!"

I've been running events since I joined the game, and I'm sad to say you guys really dropped the ball on this one. It's not hard to run a costume contest where people feel like their work is appreciated and enjoyed. I doubt I'll be returning next year or at all if this is how things are going to be run.

And by the way-it's PERC's event and it's PERC's job to promote it, not ours.

Way to show the playerbase how much you guys care about us by being outright rude when we come to you with our concerns.

Hello Marvelous Protectors!

I am very bummed I could not make the event! But I wanted to take a moment to post the winners since they seem to have gone unmentioned!

Congrats to Steampunk Charlie & Vampir RaDuli for being chosen as Mr & Ms. Protector. Thanks for representing and good luck in the finals!

I want to personally thank everyone who showed up to strut their stuff! Though I missed it, it sounds like it was a eventful time! I do want to stress however how thankful I am to those who made some stride to talk with me about future events and suggestions. There are many notes being made and many players' voices being heard right now. I am paying extra close consideration into how we can continue to make Mr & Ms. the prime event it has always been for PERC. Every year we get a plethora of feedback and it does not go unheard. This year alone we added almost double the rules, additions, and supplements this year after hearing feedback from last years' event. Several servers have also chimed in about biographies being included (which have never been a part of Mr & Ms, till finals this time). Our goal is to note all the discussions and suggestions made and continue to evolve, adapt, and strengthen the event to be tailor made to fit everyone who puts so much effort into going BEYOND!

As always, feel free to keep me in the loop and offer suggestions. We all are more then willing to listen and we appreciate all of those who turned out to support PERC. Stay Marvelous!

Thanks for the update, Dazz, even though, judging by the reports I heard - I could not make the event either - I was not aware there was any male contestants at all...

Too bad it had to be done by the Senior Rep from Champion, which kinda confirms there is no more PERC reps for Protector.

And no, I'm not volunteering. Been there, done that, didn't work last time.

You called Men First so we were watching the Male judging. Never did we ever see a message for the Ladies to line up

Just as a side note:

EST = Eastern Standard Time (First Sunday in November through the Second Sunday in March in the US. In Europe it's the last Sunday in March to the last Sunday in October.)

EDT = Eastern Daylight Time. Which is what we are on now and will be for the finals. (Except in Europe, they'll be on Standard Time)

And of course there is Arizona, Hawaii and some parts of Canada that do not observe the time changes. As well as Asia, most of Africa, most of Australia and South America. Oh, yeah, and Iceland.

Just a little clarity for when you post times.

That's soooo it in a nutshell. Ice, you even walked up to me, looked me over and didn't say a word to me. I know like the above stated, I'd never win but I was just put off at how it all went down...
