But also according to the wiki, it is also "Depending on the make up of the team completing the task force".
This is the info that the OP was going off of in a previous thread (my fault). I couldn't find anything to support this statement, so I went ahead and changed the wiki info.

i think it might have to do with the team leader... maybe a hero/vigilate leader spawns one in red side and villain/rogue spawns in blue, but i need help proving this

Wiki says the Rikti raid randomly show up depending on the teams build, so what do i need to make the raid happen in Paragon. cause my all hero TF spawned a raid in port oaks...
