If nobody else is on, at all, it's free to do what you want with it. However, you'll lose prestige for every member under 15 that you drop.
Contact folks (by global,) see if they're coming back or what. Wait 'til after the reactivation weekend/week/thing. If nobody responds at all, do whatever you want with the base.
I would say you have three options one of which you have already ruled out so I shall start with that one.
1) Take over the leadership and rebuild the VG (perhaps later passing on the mantle of leader to someone with more desire for it)
2) Use the base as a personal storage/transit unit. I don't think it would be issue, you re-designing it the way you want.
3) if you prefer to work within an active VG then give the base away to someone who wants it (advertise here or just plain broadcast) and, once you have invited them and made them leader, quit the VG and join your new chosen comrades in back-stabbityness!
(I, personally, went for 2 given the same choice)
I'd say keep the fires burning with at least one character in each. Don't kick any of the vets. Don't worry about recruiting more unless you WANT to revive and reinvigorate the groups.
I have done similar with a couple groups myself. It's always a treat when an old member drops in once a year or so. Also, you can always coalition with other groups if need be or move a few alts over that way. Just keep a few of the formerly more active members on your global list so you can spot them should they ever happen to drop in on a whim.
As a bonus, you get to play with base building a little for what that is worth.

How bad is "bad"? If the name is petitionable and found justified, a GM will change it.
Teams are the number one killer of soloists.
I inherited a SG on Freedom. Luckily for me the leaders all left, so I had no problem kicking out the lowbies that joined for two days and never logged in again. Unfortunately it has a stupid name, but that's the breaks. ^_^ I redesigned it and use it for ports and storage.

Don't forget to indulge in whatever nomarific goodies are in the storage bins (if any). May as well put them to good use, since no one else is using them.
I am the last of my kind.
Before there was a Company of Rogues, united in their desire for power and wealth.
Now I am all that is left. Of not one, but two Villain Groups on two different servers. By default, my character became the Commander of the Villain base due to complete inactivity. I am the only member logged in the last 6 months.
What should I do? Should I try to contact the founder? I don't want to recruit and lead. I just like to punch bad guys (or backstab them).
Should I kick every member out that hasn't logged on over a year? Should I raze the base to the ground and start anew the way I like it? Is it rude to completely redesign a base you had no input with in design or preference and only dutifully contributed prestige?
Quandary...
