I've noticed that myself, It seems the proc does 10% of whatever endurance is your max.
So people with 100 still see 10, those with the Atlas medallion see 10.5 and so on and so on.
I personally enjoy seeing 11.2 myself.
It started with the latest patch.

As far as I know, they've always given the full 10% buff (so if you had 115 End, you'd get 11.5 per proc). I guess they fixed the text to actually show the full benefit now.

My character has 115 max endurance. Before yesterday's patch, every time my Performance Shifter +end procs fired, my combat log would indicate that I had gained 10 endurance. Now they indicate 11.5. Did the procs get changed to use maximum endurance instead of base endurance, or was the old behavior just a text bug? Thanks in advance.
