Betraying Allies Won't Talk
I think this broke around i17. It may be related to betraying allies awarding XP, and thus breaking all their assigned behaviors.

Had this same problem, noticed it on each of the Hostile Escorts I put in.
Oddly, it also fires off the "stranded", "reacquired", and "arrival" dialogue when the escort activates.
FYI, Fred when did you have your hostage/escort set to betray? I had mine set for immediate betray upon rescue (rather than once you take them back to whereever).
Sounds like a new bit of breakage in the MA.

I have a mission with an ally who betrays me.
The ally is set to say things as his health decreases.
He says his betrayal line, but then he remains silent.
This is very irritating. I bugged it in-game but thought I should mention it here as well.
There doesn't seem to be a good reason for why allies would behave like this. Health decreases, trigger speech. It seems simple.
