Where Are We On State Of The Art Kinetic Combat Slotting?
Kinetic Melee is treated no differently from other melee sets when slotting for bonuses. I do see a couple things that could be changed in your build though.
Gladiator's Armor 3% defense is the most expensive IO you have. Can you really afford a 4 billion inf IO?
Why didn't you take Burst? Quick Strike is such a low damage power that it probably lowers your DPS. Burst would give you some AoE damage after Shield Charge is used.
Hmm...why kinetic combat in a shield build? Positional def sets always mean more to shields than typed def.
It looks like you achieved softcap def, but in some ways that could be streamlined. I'll see if i can find some time today to post an alternative. I'm more of a Mid's-GED than PhD, but it'll give you some ideas.
The glad armor 3% def is actually available to everyone now, with hero/villain merits. At 35 merits, it's very expensive (compared to what else you could get with those merits) and will take a good chunk of time to aquire.

As far as I can see, the only trick to maximizing the stacking Siphon buffs is executing six attacks in each ten-second interval, which is easy enough. Beyond that, there's no reason to overuse QS, since it's a drag on DPA relative to the other three attacks. For my build plan which has almost perma-Hasten level recharge, I'm planning to use:

Dark/Shield Build Thread
Why did you go for Kinetic Combats and Rectified Reticle? The melee defense you get from either of those sets is pitiful. Take those for a typed defensive set, not a positional one. I also question your desire to skip Burst and Grant Cover. Shield Charge is a nice aoe certainly but taking down any large groups will be painfully slow with no other aoe attacks. You're also short on recharge in Smashing Blow if you want to run the chain Santorican linked.

Note: I'm not sure if you'll need the i19 patched Mids to see that build properly or not, I went the old-fashioned way and did the fitness pool instead of using the inherents.
Ah right the quick strikes. LOL I was short on slots at one point and used those to get the easy 1.88% def but then later found slots to put there and didn't correctly slot it.
One thing I notice is that my original build has much higher recovery, more regen and better s/l damage resist than both builds and, in some cases, significant differences. So are the changes you made to my build making your builds more survivable?
Is burst going to make this a better solo'er? It will take mobs down faster but bosses, EBs and As?
I also noticed that one of the builds omits a travel power and inserts ninja run in place of it. Is ninja run a suitable replacement for a travel power?
That depends on what you're planning to fight. If you're fighting enemies with no defense debuff resistance than yes your build will be tougher but if you happen to fight any enemies with defense debuff resistance you're going to run into trouble not having capped defense debuff resistance. So its a trade off, keep 30% more reg, and .2 end/s or have capped ddr and the ability to run the chain I posted. I'm sure I could squeeze more reg or resistance out of the build I posted but again that was me spending 5 mins on a build so there will be a lot more room for improvement.
Edit: I also have to point out that in the build I posted you won't have much endurance issues because it has conserve power
