I don't know of any specific mission or contact to get one in Praetoria, but you always have the option of crafting one.
Since i17, the [Temporary Power: Jet Pack] recipe is available.

Unfortunately, the Praetorian tutorial does not grant you a free crafted enhancement like the heroside one does. I wonder if you can do it again once you switch over to Primal earth.

Yes it does. It gives you the recipe and salvage just like the other tutorials. I've done it on more than one occasion, this morning included. In fact, it still gives you the supplies even if your inventory is full. When I did it this morning, it showed I was holding 11/10 recipes. You still can't craft it unless you have room though, obviously. |

To answer your question about doing it more than once:
When my Hero went to Villainside, he was given the University contact in Cap, but all it basically consisted of was "click here" once and it was over. There was no in-depth running around and crafting a second time. I suspect the same would happen if you already completed it in Praetoria. It probably sees that you already have the Inventor Badge and skips you through.
Damn, I must have missed something when running through the tutorial. That was the last thing I did before leaving Praetoria, and all I was able to do was was talk to various contacts on the two different levels of the facility.
