Fluffy! Fluffy's PBAoE has the second best -tohit available to players or their pets losing only to Blackstar, a nuke. (Fluffy ties with Fallout, which requires a dead teammate.) Also, Fluffy's -dam, -tohit, and +heal means that on my /Dark Mastermind I can pretty much ignore taking care of my henchmen for the majority of the time.

Second Place: Arsonist. If only you could still hit an unlimited number of targets with Fire Bomb...

As a controller I can see that, but as a dominator? Why? Hold one mob, immob another and step out of range, burn the third down as it charges with your secondary, then take care of the statues. Laugh if it's a lt and minion spawn. Where's the misery?

Well there wasn't any, assuming that the spawn was three minions or a lieut and three minions. That was fine. It got pretty aggrivating whenever a spawn deviated from that model, though, especially at higher levels where various critters could open up with some kind of mez themselves.

It might have been somewhat better with /energy, I suppose. Knockback would probably have been better than /ice's slow. As long as it kept powerboost for Wormhole later on!
