Electric melee/SR questions
Not bad for basic IOs but if you go more with sets, you can do a lot better. That's the great thing with Super Reflexes, rarely do you need purple sets to make it worthwhile.
Now with what you have.. I would suggest taking out the accuracy in your attacks and applying those slots to your toggles as an End Redux. Super Reflexes does tend to be a little end heavy with so many toggles, even if you get consistent End recovery from your electric attacks.
Now if you slowly can afford sets.. throw in say Touch of Death sets (6 slot for Melee Def bonus), Red Fortune in your toggles (6 slot also for Range Def bonus) and Sciroccos Dervish (only need 5 slots for AoE Def bonus) should get you close to soft-capped positional defense if not better. Any purple sets you throw in will just be gravy for recharge and accuracy.

Good advice above, but the FIRST thing to get is the Steadfast Protection +3 percent unique.
Run some tf's. It doesn't take many to afford it.
If you gate people (like certain forumites) then run tips. The SP unique is very very affordable, all it takes is a little time, and you WILL like it.
EDIT: And, arggh, on third read I finally notice the pesky thing.

Thanks for the replies. I moved a few slots from some of the attacks and this is what I came up with (when I do get around to slotting sets). According to Mid's, I should have more than enough defense, so the rest will probably end up going into attacks and such - only 6-slotted Havoc Punch with Touch of Death for this version.

Kismet +6% ideally slot this in an early defense power. The IO operates regardless of its level, running when the power it is in is active.
Steadfast resist/+3% def works as if it were a set bonus. Essentially the exact opposite of the Kismet. Its level is what matters and not if the power it is in is active. Therefore if you are purchasing it with merits etc. buy a low level one. I would usually purchase a level 10.
I'd slot a second Performance Shifter +end in Physical Perfection.
As you noted earlier you have NO need for any set bonuses for +defense at all beyond the Steadfast resist/+3% defense with either posted build. The 47% vs AoE is plenty (arguably overkill as well), 50%+ in melee and or range is overkill with DDR at 95%+ ... using set bonuses for other things at that point will undoubtedly help more.
I'd go with a slightly different take. First, by using basic IO's instead of SO's you can do more with less, freeing up a few slots to move to other powers. Second, trade in the extra defense for a bit more damage through the use of Assault instead of Maneuvers. Third, spruce up your attacks with those free slots and 2 different sets (instead of the Red Fortunes take Mako's and Scirocco's). Fourth, a few slotting tweaks to Physical Perfection and Health to increase both regeneration and recovery, though the Miracle +Recovery is spendy if you're trying to buy it on the market (I'd recommend using merits on this).

Call of the Sandman has a proc that has a 10% chance to heal, if I remember correctly. Is it worth slotting in Charged Brawl for some random healing?
Looking ahead to 19, I'll have three more power picks, and I'm considering the following:
1) Maneuvers (for teaming), Aid Other or Stimulant, Aid Self (for a self-heal if needed).
2) Maneuvers, Hasten, Elude (panic button).
Option 1 seems to be the best bet, but if there are any other suggestions, I'm more than willing to listen.

Howdy. I'm recently returned and wanted to try an Electric/SR scrapper (concept). I put together a build in Mid's (it'll change with I19) and wanted some feedback. I doubt I'll be able to ever afford billions, but I think this will be fairly solid with SO slotting and a very few sets?
