The Tough-Weave Tango

I have tough and weave on my EM/WP tank and for willpower its a great synergy. Those two powers are end hogs but that mitigated by having quick recovery and stamina. It really rounds out the wp set. I don't see the need for it with the builds you listed as a brute. I am not going to take it on my brute as my brute is more geared towards offense than defense. I also think the whole tough and weave debate has changed because of physical perfection in the body mastery pool. Now villains and heroes can access each others pools now and things are going to get really interesting once they make the fitness pool inherent. Everyone and their mother is going to have tough and weave.
I have two tankers at 50 - an Invuln/EM and a Stone/SS. Both of them have Weave. I take it to hit the soft cap and be relatively unkillable. Neither of them have self-rez powers, so it makes sense to not die as much as possible.
I have a DB/WP brute who took Weave as well. The self-rez power on WP is not nearly as impressive as DA or FA, so not dying makes sense too.
It's just a matter of playstyle. MY SS/DA brute doesn't have Weave, because dying is barely a speed bump with the self-rez. The other characters don't have the luxury of having exploding corpses, so staying alive is the more efficient choice.
I'd like to know the answer to this as well since I was also under the impression that non-enhanceable debuffs like the -damage debuffs were unaffected by the purple patch. I remember reading it in some Kinetics guide which argued for always taking Siphon Power because the -20% damage stayed as is against AVs and stacked with the -20% damage debuff from Fulcrum Shift. For the life of me, I can't find that guide anymore.

That's a matter of AV inherent resistance.
Just as a total aside, I don't see how it could at all be worthwhile to fight +4s, being stripped down to 48% effectiveness on Damage, Debuffs, Mezz Duration, etc. Doing 80% of baseline against +2s is one thing, but being busted down to less than half damage means it's going to take twice as long to actually kill something.

I have tough/weave on the majority of my toons, it is indeed a massive boon to survivabilty and very noticeable. The toons I don't have it on (mainly my fire/kin corr and fire/em blaster) don't have it because of their frequent nuking. However at the same time I don't have any survival issues on either of them so it's not a big deal for me. You said you don't have survivabilty issues on the level of content you're running so it is entirely up to you if you want to pick them up and try for higher levels of content to run or continue at the level you're at now. Maybe in i19 I'll pick them up, as it would be nice to have them, especially when we're steamrolling so fast that a nuke isnt a big deal, but theyre not necessary at all. (Especially if you're good with insp management).
I'm somewhat sure that the same occurs on the damage debuff, but I don't know how the purple patch affects damage debuffs.
