Fixed, changed difficulty to higher level
You don't need to raise the difficulty.
Bosses and lieutenants have a higher chance of dropping them, at least from my experience and what other players say.
Go to a place with 20+ bosses and beat them down and you should get all 3 tips you can carry within a half hour I bet.
I was playing at -1/1 so just moving back to 1/1 helped a lot due to lack of bosses and LTs.
He'd have to hunt for white bosses.

Either way, the con color of the enemy doesn't matter so it was pointless to bring it up.
Maybe not if you're a Brute but if you can't solo and you are 20-22 then the con matters.

When we're trying to help someone here, who we can't tell the level of or has multiple characters at all levels, the best answer is "level 20+ bosses".
They can figure out for themselves what con color is easiest for them.
Are you just trying to "pick a fight" by picking everything apart to the most minute detail?
If all we ever gave were completely character specific answers to a single person with details that don't matter at all attached then nobody would be able to figure out what is the really important piece of information that can help them if they have the same issue.
Answering questions the most generally specific way while still solving the issue helps the most people solve their issues and learn how to solve future issues.
Actually... you could deduce the level from a post because it was stated at the front: On my 21 Brute on blue side. I actually leveled from 20 to 21...
Anyway, I was also noticing a dearth of tip drops on a level 20 MM. I know the RNG is random but I was getting terribly frustrated. (Knowing -1 wouldn't help me) I bumped up the difficulty to x2, then x3 where I finally noticed a difference in frequency. At x3 I got at least 1 tip a mission. I did have to play much more carefully, having minimal slots with only DOs, but I was no longer going an hour or more without a tip drop.
I figure at low level it's easier to fight more minions/lts than targeting bosses, plus in missions I can work for contacts or toward mayhem/safeguards rather than street sweep.

I read it, but didn't register the "21 brute" part.
My point about the level and con color being unimportant does stand though. We don't want to give people the wrong idea so they think they have to fight something they don't want to.
My original post wasn't meant to be serious anyway. This has happened before with me so from now on I will only be serious.
I ran into a weird bug that gave me tip missions while I was EXd down on a Hollows team. I was playing a lvl49 kin on a lvl8 team.
