I doubt Angela Basset would have settled for the paltry part especially back then given the difference in her and Berry's careers at the time.
X1 was not a guaranteed success, it was a surprise hit. Everything about the movie was shoe string. Wolverine was even a replacement since Dougray Scott quit to be in Mission Impossible II.
And yes, Berry's profile went up between X1 and X2. Berry not only won an Oscar, but an Emmy actually a couple since she also produced "Introducing Dorothy Dandridge." since filming on X1 wrapped.
Outside of Hugh Jackman, the only people who really received a career boost from the X Movies were McClellan and Rebecca Romjin and arguably Shawn Ashmore.
I would say that Anna Paquin also got a career boost, though it was more of a career resurgence, since she was a child star that was somewhat fading by that point.
You can also make an argument that the X-franchise, coupled with LOTR, made Ian McKellan a household name in America.
I think the reason why Berry was cast over Basset was because Berry could have been gotten "cheaper" at that point, due to their divergent career paths at the time. Of course, that was almost immediately reversed with Berry's Oscar win and launch into superstardom.

Is it sad that I wanted McKlellan to take over Dumbledore? I wanted a geek trifecta.
I am desperately looking for the sketch McKellan did when he hosted SNL where he played the huge Dr. Who fan coming on a nerd show and roleplayed various sci-fi/fantasy/geeky characters (one of which was Gandalf, which the the other participants in the sketch panned)

And don't forget that Halle Berry won an Oscar between the first X-Men movie and the second and that truly launched her into A-list status.
So whether or not Berry could handle a bigger role/was suited to play Storm, the fact that the franchise now had an Academy Award winning actress dictated that she would be getting more focus/lines, whether it be because of interal studio pressure for marketing reasons or pressure from herself and publicist.
I have always heard that Singer really wanted Angela Basset to play Storm, but had to settle for Berry instead.
