Is Lingering Radiation and Rain of Fire enough slow?
IIRC, RoF and LR together will put most enemies at the slow cap.
Also just to note, LR is bugged for corrs right now: the -runspeed will not take into effect until it stacks with a non-bugged slow such as the one in your RoF.

Just to elaborate though, I'm assuming you're asking in terms of whether it'll keep stuff in the patch long enough for RoF to kill them. For that to happen, LR + RoF does a lot of the work but you do need to also use Fireball/Fire Breath to help bring stuff into Scourge territory.
Once stuff is under 50% health, RoF will pretty much finish the job on most things

That said, you don't need a lot of slow enh in it. It's 60% base, the -run cap being -90% so iirc an SOs worth will bring mobs to the slow cap. Or LR combined with another slow like RoF/Ice Storm/Rain of Fire.
So basically: Focus on acc/rech, a little slow enh is nice but not super important.
