Well there are codes handed out as prizes and swap at cons that can give you a Halloween costume permanently, you are probably seeing players with them running about.
Edit: That's right, when day jobs came out they added a bunch of costume pieces so you could do a decent Paragon policeman.

yeah I was able to do a pretty good one with my Peacebringer.
Sadly we don't have access to the PPD or RIP sleeves to have the official logos. for those police uniforms.

Official? No wonder I missed it, I was looking for something silly like "pistol belt" or "police belt", imagine that.
