Personally though I'm not a fan of the costume bits from the Martial Arts booster (though I have used a few here and there) and much prefer the Magic and Cyborg boosters for their costume bits.

I vote for Martial Arts. Ninja Run at lvl 4 is just awesomesauce and with I19 bringing us inherents for swift and hurdle, you can do without a travel power!
2nd would be the Cyborg package. Love the costume pieces in that booster.

I did an LGTF and turned into a monkey 4 times! I guess the chance goes up in RWZ. Each time though I was between missions and noone else saw it lol.
Get Ninja, Mutant, Magic for useful stuff.

The Good vs Evil edition item pack (City of Heroes®/City of Villains® Combined Edition Bonus Item Pack) might also be a good choice.
It comes with two bonus powers, the jumpjet and Pocket D transporter, and the justice and sinister costume sets.
