That said, I find the 20 million mark to be surprisingly low. A frankenslotted build yes, but Perma? Maybe frankensloteed with just the minimum needed to get recharge? I think it might be possible if you're careful. But I'd still love to see it.
I've noticed that a lot with the generic IO's for high levels, where they're often under the ~500k needed to craft the recipe in the first place. That, at least, can be explained with people doing it for the temp power badge. I typically only look at crafted IO's to see how much I stand to gain by crafting the recipe quick before selling it, I never look at it when buying, I guess I should.

Perma-Domination isn't necessary and hasn't even been that useful since they moved the damage increase to all the time.

I love my doms from level 1+.

The City of Heroes Community is a special one and I will always look fondly on my times arguing, discussing and playing with you all. Thanks and thanks to the developers for a special experience.

If the purpose of this thread is to speak to the issue of affordable ways to get high recharge, it should be pointed out (and I'm kind of shocked no one has pointed it out) that almost all the purple sets which can be used in control side of a dominator, are almost all cheaper than the typical "good-but-not-great" sets used in the blast side of things.

Hasn't anyone here ever gotten a purple confuse, sleep, stun or immob recipe, run to the auction house with dreams of riches beyond avarice, only to find out that it's worth appx the same thing as a good Doctored Wounds?

DAMAGE purples cost the earth. Most of the others do not. Some are even cheap. I know. I keep getting those as drops.

The hold and root purples are still fairly expensive, like 100m (vs like 300 for a damage recipe). Stun is like 60 last I checked. Confuse and sleep, now those are affordable for almost anyone.

If you go with 71+ Hasten with 6 white SOs, you will have a few seconds of overlapping Domination, meaning you won't have to be so fast with trigger finger. Or you could have less global recharge.

However, low-80s + 3-slotted Hasten is, IME, the sweet spot between having some overlap and not going into multi-billion inf builds.

If you have 130ish global recharge, you don't need no stanking Hasten, but you're looking at an absurdly expensive fire / fire build.

For a much more thorough guide, look here.
This is extremely helpful as a rough target, along with the linked guide. Thanks.

But isn't six-slotting Hasten a cheap way to boost your Recharge - far cheaper than even the least-popular Sets?

Given the ED Math, Each of the 4th to 6th Recharges in Hasten offers about 6% more recharge (with a level 50 IO).

Yes, that takes a slot, but most Perma-builds add additional slots in places we otherwise would not. The OP in this thread 6-slots Health, and the sample guide linked above 6-slots a resistance shield, for instance, to get roughly the same recharge you gain from one slot of Hasten, no? What am I missing in the math?

That 6 slotting a power for a set bonus is a global bonus and not just a power bonus.
