I forgot what it is exactly, but I talked to someone about switching to a second set of powers? What does this mean? They didn't really have a tutorial on it and I forgot what it was called exactly so my searches were a little off. haha!

You can have two separate builds on a character. Visit a trainer to find out more. When you switch to your second build for the first time, you will need to level it up to your current level, selecting powers and placing slots as you normally would. Your primary and secondary don't change, just the powers you choose from them.

"You don't lose levels. You don't have equipment to wear out, repair, or lose, or that anyone can steal from you. About the only thing lighter than debt they could do is have an NPC walk by, point and laugh before you can go to the hospital or base." -Memphis_Bill
We will honor the past, and fight to the last, it will be a good way to die...

But after I level it up the first time, it then follows the leveling of my main build?

You only need to gain XP once if that is what you are asking. You do however get to choose powers for both builds separately.

Why Blasters? Empathy Sucks.
So, you want to be Mental?
What the hell? Let's buff defenders.
Tactics are for those who do not have a big enough hammer. Wisdom is knowing how big your hammer is.
