I can't find anything on Paragonwiki about new boots.
However, if I recall correctly you can change the hue of the flames so maybe they just tinted it orange? But if they weren't coming out of the sides then I'm not sure.

You can't change the color of the flames on the rocket boots.
If the person was using the Paragon Police Departmend Hardsuit temp power, then they would have had jets while flying, and I think they would be red. If this were the case, there are no costume pieces at all; it's a "shapeshift" power, that replaces your model with that of a NPC. Short of getting the code, or waiting for the 14-day Halloween version, you can't get it yourself.

The PPD Hardsuit temp costume power has red flames coming out the bottom, the gloves look pretty different from most others too. I don't know how close of a look you got.
I'm sure if you got a good look you'd have noticed that it was that costume but if it was just a quick glimpse I could see just noticing the gloves and boots.
That's the only thing that came to mind immediately for me anyway. 
yeah, i think that is it. i only saw it from the side and only for a few moments, but what i saw matches up pretty well with the PPD Hardsuit. i guess i never got a good look at the Hardsuit before

I was in Praetoria last night and saw a lvl 8 toon (using hover) that had rocket boots I have never seen before. they had red flames coming out of the bottom of the foot as opposed to the blue flames coming from the sides of the foot, and they looked drastically different too.
my reaction time was a little too slow to ask where they had acquired the boots (and some gloves ive never seen either...), and i made the mistake of asking other players, who assumed i was just some noob that was talking about the regular rocket boots (one courteous player explained the differences between rocket boots, piston boots, and winged boots cause he thought i didnt know what they were)
so as my last resort, im asking here. does anyone know what im talking about? are they part of some temporary costume or something?
