If you went loyalist, look up Robert Flores, I think it is, in Nova Praetoria.
For Resistance, Inspector Washington, I think, is the guy.

Resistance and Loyalist both have two storylines.
Each one has one that is locked to those who chose that faction (Richocet would be the starter for the locked-to-resistance storyline) and one that can be done by the other side as well (Flores, for the Resistance). When doing their missions, some will prompt you to call your initial contact (Calvin scott, in your case) for extra options.
The inspector guy is in front of one of the buildings facing the center of the Magestrium - can't recall which one other than it's not the Train depot or Cole's tower.

Alright, I managed to find Washington, but it appears he's 'busy' aswel, like all the other contacts, he won't give me any missions.
I noticed upon calling Calvin Scott he's saying I have to be Security level 14.

How am I able to use the coordinates? (Like Ricochet, Resistance Base, Underground, -4918 -16 1911)
to find your location use the command /loc
And: Some of the new contacts want to be talked to twice. So maybe visit them in person again.

When I interpret this with a bit of WoW Knowledge:
Missions in CoH/V/GR are (mostly) instanced, so they are like small instances.
The closest to the "big" instances are task forces (H) or strike forces (V). a sting of missions with a more or less epic storyline in it. Normally with the big enemy at the end. You need teams for most of them.

It should be well-nigh impossible for you to have run out of contacts at L10 in Praetoria, because a whole slew of new ones should have opened up for you at L8 in Imperial City (might be worth popping to IC and chatting to whomever the first Resistance contact is there).

Washington will be too low for you I think. I'm not sure who the next step in IC is though. Sounds like you are playing resistance so you'll need the next Loyalist contact.

Isn't there some kind of map on the internet with all of the contacts in it?
Also, is it possible to change the settings so that every contact's name shows up without hovering my mouse over their name?

But:
You normally have to be referred to a contact. So you should not need to "search" for a contact.
The last mission you mentioned was the Invention Tutorial, which is seperate and uses own contacts. It is independent from all the other contacts.
So, to maybe analyse your problem:
Do you have open missions?
What contacts do you have as "inactive" (without Invention)?
And, as I said, do you have talked to the people you already know? In person?
I found this out myself the hard way after not knowing any further contacts and after asking other players

For Loyalists, go see Mr. G. He's on the sidewalk near the South West corner of that huge park in Imperial City.
Whether you are Loyalist or Resistance, you can talk to Jessica Flores (she's Robert's sister). She is on the North side of the TPN building, that building is just across the street (i.e. North) from the University that you did the Invention Tutorial in.
The contact hand off in Praetoria is a little broken, a lot of people are having problems finding their next set of contacts. What should happen is either Provost Marchand or Calvin Scott are supposed to call you and tell you to talk to your next contact. BTW, you actually have to 'talk' (i.e. click on) the contact you were just introduced to twice to get them added to your contact list.
It turns out that you can talk to the first contact in the any of the Praetoria arcs, and if you are of the correct level, they are added to your contact list. You should take a look at Zombie Man's Guide to I18, specifically at his post on the Praetorian Contact Chain.

Welcome to the game and sorry to hear of your troubles. I had a similar problem at level 19 and some of my friends have also had this issue at various levels.
The advice you have already been given is sound. One thing no one has mentioned yet is to try to get on someone's team and play through their missions. Then periodically check with your contacts as you level up. Some of them will only give you missions at a certain minimum level (as your conversation with Washington indicated).
Another alternative is to "street-sweep." Run around the city battling anything with a red or yellow targetting reticle. Red reticle means enemy, yellow means neutral -- it will only attack if provoked, and blue means ally -- so you can't attack them at all.
If you tell us what server and time you are playing, one of us from the forums might be able to give you a hand finding something to do.

I spoke to Mr.G and he has been added to my 'active' contact list, although he won't give me any missions. I've also found a contact in front of the train station in Imperial City (I have no idea how he's called) and he did gave me a mission, and I most certainly hope he'll guide me to the next ones.
I didn't (AFAIK) talk to Jessica yet, i'll try that one tomorrow again
If the mission I currently have does not gives me any other contacts, i'll let it know!

If you want to see, who is where, you can add additional information to your ingame-map, especially you can add names.
If this helps keeping the map "readable", I am not sure.

Hey,
2 days ago i've bought CoH Going Rogue.
I've had difficulties to understand this game, but now that i'm finally getting the hang of it, i'm out of missions!
The last missions I did were 'invention tutorial' missions.
I tried calling every contact I have (all inactive), I tried to visit them in person, I tried to look in Imperial City and Nova Praetoria, but I simply can't find anyone who could give me some missions. I also tried going to the 'human looking icons' on the mini-map, but these contacts say the same as when I call them.
I simply have no idea what to do next, and I wouldn't assume (and most certainly hope not) to farm the rest of my levels.
I'm level 10, almost 11, and a MasterMind, if that's of any use.
Another question regarding the game,
