You'll be in Praetoria until level 20. Only after you've left Praetoria can you join or create a Super Group.

Keep in mind that you're not missing anything too exciting by not being in a supergroup just yet.
While some have amazingly fancy bases, they're not used nearly as much as many of us had once hoped. Their primary function seems to be transportability to different zones. With only 3 zones in Praetoria, you should do OK until you ding 20 and enter Paragon City or the Rogue Isles.

Well, having a Base is nice for storage. Right now for my first Praetorian character, I'm using email to hold my spare stuff.
Teams are the number one killer of soloists.

SG's are about building bases for transportation? And here I've been joining SG's for 6 years for the ease they bring when I want to team up with other players and run missions, Task Forces, zone events, and social gatherings.
I wish someone had told us that SG's were only tools for base building years ago so I wouldn't have wasted my time making all those friends I met in the various supergroups.
Just to be clear, since it's hard to tell if you realize this: you can still team in Praetoria even though you can't join (or even form) a supergroup; there is no "story mode". The only issue is that there are a few missions in Praetoria that are solo only (and it's very clear which ones these are, and there aren't many).

hello fellow heroes/villians im currently doing the Praetorian story mode and was wondering how long this story was i was told i gotta finish the story quests before i could join a SG/VG
