Do you get forced out of Praetoria at level 20?
I know someone who actually waited until level 25 to leave Praetoria, so its possible.

No. What does happen is that nobody will introduce you to new contacts or give you new story arcs once you're level 21, so you either have to grind or team.
You can stay if you want to get the Praetoria-only badges, or if you want to play it like that, but there's no other reason to.

I was wondering something like that as well. I haven't done a lot of the missions, not even at the single player-only missions yet, but I team a lot and I think I'll be at 20 before I actualy get to the leaving point with any contacts. Can we leave at 20 without having to tie up any loose ends?
I believe that what happens is that once you hit 20 you'll auto-unlock a new contact. That contact will give you a mission which will allow you to leave Praetoria to either Paragon or the Rogue Isles.

that sounds reasonable. Pretty much like unlocking your morality mission after 10 tips missions I guess. good enough.
I was wondering what exactly happens when you hit level 20 on a Praetorian.
So far it sounds like you're forced to leave for Paragon or the Isles when you hit 20, but is there any leeway?
I'm guessing you can't start any new missions after hitting 20, but can you wrap up the ones you've already accepted? Or at least hang around for a couple of levels and do some street sweeping around Praetoria before leaving?
