So as not to flood with info? You've given basically no information for us to work with. Both CoH Helper and HiJackThis give us important information on your system.
That is why the stickied post about how to ask for help here gives step by step instructions on how to run them and post the results. Apparently you knew they were going to be requested so why not just post them to begin with?
Hyperstrike didn't go to all that trouble with the screenshots just for giggles.
Post them.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

When you first start up City of Heroes, there's a little box on the License Agreement labeled SAFE MODE:
Put a check in that box the next time you start the game up.
This will force the game into it's lowest resolution mode.
From there you should be able to log in, go to your options, and set the same resolution for the game that you have for your monitor.
I've tried starting it in safe mode but it doesn't work. Still have the same problem.

It's a LCD monitor by Gateway (FPD2275W-LCD-TFT-22" widescreen-1680x1050)....
I have played on and off for several years now and have never had a problem. Maybe it's time for a new video card?

If you aren't interested in Ultra-Mode, a Geforce 7 isn't in any danger of being retired from driver support for probably another year or so.
My gut reaction is that this is an over-scan problem. The system, or the monitor, is sending or reading a signal from your computer and is trying to scale.
If you don't mind continuing to troubleshoot this particular problem, this Gateway monitor is listed as having both DVI and VGA cable inputs. If you are able to swap cables, this would help narrow down the potential problem.
if you are running through a VGA cable now, swap to a DVI cable. See if the enlarged screen continues.

If you are getting the enlarged screen on one input, but not the other, there's the problem.
If you get it on both inputs, the next step is to try a different graphics card, or a different monitor.
Okay, I'll have to locate the appropriate cables. May take a while as I live in a very remote area.....
In the mean time I'll try to swap monitors to an old one I have and see how it looks.

Hey, are you by chance using windows 7 and have used the accessibility options to increase the size of text, icons, etc. on your monitor?
If so, CoH may come in too large. If you look in the options under accessibility there's a way to disable certain programs from using it, which is what I had to do for CoH.

I'm returning after six months but am having problems with the game:
When the log in screen comes on it is too big for my monitor and is partly off of the screen so I cannot see everything. I can log in but after I get to my character selection screen it is still too big and partly off to the bottom and right so I can select my characters but can't enter and play.
I am running Vista with a GeForce7500LE and was hoping that this was a common issue (even though I couldn't find anyting about it after searching much of today) so am not posting Hijackthis or Cohhelper files unless someone requests them so as to not flood with info.
