Nope not a bug, working as intended. The introduction is it's own separate set of windows that introduces the contact and tells you about him. After you read that it's up to you to decide if you want to run his story-arc. If you don't the contact will never clutter up your contact list like so often happens in the old CoH. You just leave. If you do want the missions you have to click on the contact to open up the window and start the story-arc.
