What would be the origin of character if they are inspirated by Green Lantern, Nova (Marvel), & Silve Surfer.

Green Lantern and Nova are Technology Heroes, as they recieve their powers from unqiue devices, Silver Surfer might be Science as he was imbued with the Power Cosmic changing him from what he regularily was.

So, would the Alan Scott Green Lantern be tech, since he receives his power from a unique device?

You can use tech as the basis, but I wouldn't argue with you if you wanted to use a science background for a Hal Jordan Green Lantern character.

How do you feel about tasering opponents vs. throwing hypos at them? That sometimes makes up my mind.

Along those same lines, what would be Doctor Doom's origin? Since he's the master of science and sorcery, he'd be: Mutation! (The only origin that can use both Magic and Science DOs...)

I would argue that the Power Cosmic is magic over science. Any sufficiently advanced technology (which science is the basis of) is indistinguishable from magic.

And any sufficiently advanced magic is indistinguishable from technology.

I'd go Science more though, if only because Galactus has more technological trappings.

Depends on which version of Alan Scott we're talking about. The original ring & lantern were magical devices. Might still be unless they're quietly ignoring (since they merged the Golden Age continuities into the current) the bits of Hal Jordan's origin which state that he was the first Green Lantern from Earth and therefore made Scott a member.

Hal Jordan's (and all future Green Lanterns') ring & lantern are definitely technological artifacts, however.
