What do you plan doing with this build in the game? PvP? PvE? I don't really understand what you want to build for here aside from HP/DMG and low end. We can give you some more specific feedback with more information about what your goals are.

Fundamentally, you missed Temp Invulnerability completely and you didn't take Fighting Pool so your resists are very, very low on a combo that can cap S/L resists (which is many people's goal when going with INV). That's your main resist toggle, so definitely find a way to work that in.

You will never be able to use all those attacks which means you have a number of wasted power picks in the build. I would say get focused on your concept better and grab your signature primary power (TI) and drop Flurry. That's a waste of a power pick with TI sitting on the shelf there.

I would strongly suggest that you look at Call Me Awesome's guides to get an idea about build approaches if you are serious about being an effective INV tank in PvE. Beyond that, give us some idea about what you plan to do with the character and we will be able to give you some build advice as to those plans.

I take it that influence is no object? Just want to make sure you understand that this is a multi-billion influence build; I haven't priced PvP IOs recently, but my ballpark guess is about 10-20 billion.

IMO, your current build is expensive but not terribly effective. The best way to add durability to a Invul tank is to build for the defense soft-cap for S/L/E/NE as a primary goal and HP/regen/recharge as a secondary goal. There's not a heck of a lot you can do to increase damage if you've got a decent attack chain, sufficient recharge, and your attacks properly slotted, though procs will help a little.

As others have mentioned, Temp Invul is a must, and RPD can be delayed until later in the build. Similarly, the Fighting pool is very useful, but can be (and should be, IMO) delayed until at least the twenties. Invinc is a key power and should be taken when it's available at 18.

One thing that's immediately apparent is that some of your key powers like TI, Unyielding, Tough and Tough Hide, are very underslotted for resistance/defense, and some of the toggles are underslotted for end reduction.

Your attacks are rather spottily slotted, too. In general, I recommend "aiming for the red" for damage, (in other words, hitting the ED cut-off) and getting at least 40% enhancement for accuracy, end reduction, and recharge.

The Miracle +Recovery is wasted in DP, it will only be active for 2 minutes after DP is clicked. Put it in Health instead, and 5 slot DP with Doctored Wounds or another high-recharge Heal set.

The Shield Wall +3% resistance is not a good use of influence, IMO. You'll be able to hard-cap S/L resists without it, and it won't help your other resist numbers enough to make it worth what you'll have to pay for it.

I also think that Focused Accuracy is a wasted pick; it's a huge end hog, and you can get nearly the same ToHit bonus by slotting a Kismet +Acc in one of your defense powers. Instead, I'd consider picking up Taunt, CJ or Hasten; any of them would do more for you than FA.

Slotting a PF Acc/Rchg has absolutely no benefit in an auto power like Physical Perfection. If you must slot 5 for the bonus, use all the End Mod IOs. However, I think those slots could be put to a better use.

Just by properly slotting your Defense powers you'll get closer to the soft-cap, but if you want to soft-cap, you'll have to slot for some S/L/E/NE defense bonuses. Some sets to look at in that regard are: Reactive Armor, Kinetic Combat, Smashing Haymaker, Eradication, Mocking Beratement etc.

Here's the sort of thing that I would do with your build. If you want a travel power, one alternative is to drop ResEl (the least useful Invul passive) and one other power. I'm not familiar enough with KM to make a suggestion on what you might skip there, but often tanks will skip the tier 2 attack.

And you can still get a travel power, by doing something like swapping Air Superiority for one of the punches, taking Fly at 14, and shifting everything else down.

One thing I'd point out is that building for +DMG is largely pointless on anything with sustainable (or close to it) DMG buffs like Power Siphon. Your already existing damage buffs will pale next to the real thing, and the overall benefit for gimping your build will be minimal. You should rather roll a defensively built scrapper than an offensively built tanker if you want decent to good defenses and good offense.

You're over the soft cap for S/L defense yet well under it for E/N. You're also overslotting Smashing Blow for damage; at least one of those Nucs should be removed... it isn't buying you anything valuable.

Unyielding is 5 slotted but you missed the Res/End/Recharge IO... I'd drop a slot and put the triple in place of the End/Recharge and drop the Endurance IO completely. The extra slot isn't doing much for you and missing the triple is hurting your resistance numbers.

Invincibility does not need another defense IO, 3 Cytos will ED cap all aspects of the power. You can toss a taunt in the 4th slot if you like or you can move it elsewhere.

RPD should be considerably earlier, trade it with Res Energies.

I'd dump Unstoppable and move Weave up to 32; a soft capped Invuln won't need it.

Frankly I think you'd do much better to just go with something like my first 20 levels build for now and not worry about the final build until you've gotten some levels under your belt and more experience with your powers. It looks to me like you're still uncertain about your tanker; I think you'd be better off not worrying about an uber build just yet. Several of your choices in slotting and power order strike me as odd but I know very little about the Kinetic Melee set.

One example of what I'm talking about is your placement and slotting of Focused Burst; it looks like it deserves more slots and a full set of Thunderstrike will help your E/N defense quite a bit. I also wouldn't slot Perfect Zinger into Power Siphon; it appears to want recharge and tohit buff enhancement. From reading the Mid's description of the power I don't think it even has any taunt component... the ability to slot Zinger is probably either a Mid's bug or a game bug.

One question, do you have a ton of inf? Kinetic Combat is very expensive with at least one IO costing over 100 million.

I have played him to lvl 50 already I working on his alt build. After reading some of your posts I have shifted my focus into the "defense soft-cap for S/L/E/NE as a primary goal and HP/regen/recharge as a secondary goal"(Finduilas). Inf isn't really an issue, and not trying to make uber build(purped out). Just wanna be able to survive a mob and still be ready for the next. He will be in plenty of TFs and farms..Msg me if you need anymore info. And ty for your feedback and advice thus far (keep it coming).

With those goals in mind, I would do something like this which gets you better survivability for far, far less cost. Purples don't do a ton for tanks anyway. There are places you could increase the performance slightly with a HUGE increase in cost, but I would guess this build could be done for under 300 mill and be fantastic in the overall game for you.

In addition to capped S/L resist about 32% E/N/F/C resist, it grants you

45.5% S/L
42.4% E/N
35.2% F/C
10.6% PSI

I would spend the rest of my inf on finding ways to get some more recharge into the build. Unless fly is a major part of the toon concept I would see about relying on Ninja Run for a travel power and find a way to work Hasten in to get Dull Pain up quicker and/or generally find more recharge in places that do not mess with my defense numbers.
