Elec/Earth Build
In order... i doubt anyone has managed to throw together an Electric/Earth build yet. Electric Control just came out, but from a hypothetical view, someone looking at the numbers might be able to throw a rough idea down.
As a Dominator, I personally try to lock down what I need to, and defeat the rest, playing more like a Blaster then a Controller. This is really more of a play style choice then an AT design. I would still suggest slotting the holds and various mez powers for their respective abilities over damage, because as you noted the Dominator has a whole secondary dedicated to dealing damage.
Getting +Recharge is always nice. I think the saying goes, "What's better then having Head Splinter in your attack chain? Having Head Splinter as your attack chain!" Of course, it's nice to have other effects as well. If you can manage good positional defense, you'll live longer in general. Better Accuracy always means being able to have the hold hit when you need it, etc, etc, etc.
For Electric Control though, I wouldn't worry about excessive Recharge. Most, if not all, of the soft control powers are permanent with a little slotting. It would help your secondary a bit, but i haven't looked to hard at Earth Melee.
I made one in beta when (to my surprise and delight) there happened to be a level bump to 40 or 41. I set out armed with a bunch of new powers and SOs.
The character was pretty fragile*, but the pulsing sleep and jumping confuse prevented a lot of damage. I ran around like a blapper with some controls and really enjoyed it. There is definitely one in my future now that Going Rogue is live.
* In all fairness though, invention sets/bonuses were not in play, and I was doing missions at x3 heroes.
I rolled one last night and am working on the build. I don't feel real comfortable sharing because I haven't had a chance to play with any of the powers. The build I came up with, however, gets me 75%+ recharge with no purple sets and 40.8% melee defense - 43.8% if I include the PvP defense IO.
The best thing is that I plan on duoing this with a Kin/Shield scrapper so I'll be picking up another 12ish% from Grant cover which will yield well past capped melee defense and 30+% against ranged and AoE.

Hey guys...anyone have a chance to throw together and Elec/Earth build yet? In my quest to get a 50 AT for all ATs I've decided to play a Dominator, which leads me to another question.
From a Dominator play style are you still trying to lock down as much as possible and then use your secondary attacks? ALso, on my 'Trollers I tend to add some damage enhancements to my holds and imobblizations. Since I will now have additional attacks do most pepole focus on the Hold/Immob part of their control powers??
Finally, is it safe to assume when looking to make a build that I should try and focus on as much +Rech as possible?
