-To hit & +Defence
, against even con minions, -35% tohit is the equivalent of 35% defense. Unfortunately, it's a bit more complicated due to resistances and level scaling.
For example, at +2 debuffs are only 80% as effective, reducing that -28% tohit. It's further complicated by mobs that have resistance to debuffs like AV's, from 60-87% of the total debuff. Defense, on the other hand, is a flat value. If you have 30% defense you'll get the same return against minions up to +5.
So against even level enemies -tohit = defense; against higher level enemies and AV's -tohit is resisted while defense is not.
Good synopsis in the previous. The only thing I'd add is the other major difference, which is -ToHit affects all positions and damage types, where +Defense is normally limited to only certain attacks.

Thank you everyone, very clear and precise, has helped me a lot. :-)
It also means that earthquakes -hit will help a lot as well, at least until you are fighting very high level mobs or AV's.
LOCAL MAN! The most famous hero of all. There are more newspaper stories about me than anyone else. "Local Man wins Medal of Honor." "Local Man opens Animal Shelter." "Local Man Charged with..." (Um, forget about that one.)

Hello everyone, I was just wondering if anyone could give me a rough idea of the impact of -to hit debuffs when considering defence bonuses.
Radiation Infection (RI) for example does roughly -35% with average slotting. How much would this count towards my defence? If I have say around 22% ranged defence, what would be the equivalent ranged debuff?
Been a question I've been meaning to ask for a while when considering the usefulness of -hit debuffs; just only recently have I decided to make characters who actually have powers capable of that.
Thank you :-)
