Dark/Electric or Dark/Fire
I can tell you for sure that it will be more survivable than dark/fire, and the AoE damage will be about on par, if not better. You will only be lacking in single target damage.
Elec melee has knockdown a plenty and stuns to stack with OG.

There are a few posts on Elec/DA scrappers (over on the Scrapper forums) you may be able to look up. I know this because I've posted in most of them.
From my scrapper experience (lvl 36ish) with the combo it does handle pretty well. Dark Regen is a monster, and you'll want the Theft of Essence proc for it asap.
As mentioned the ST damage blows chunks, but as a Tanker this is less of an issue since your single target attacks are called Scrappers. Target a boss, Lightning Rod in, Chain Lightning, Thunderstrike and mop up.
Lightning Rod is a nice addition to Dark Armor as well. It offers tons of damage, mitigation, and puts you instantly in range to use Dark Regeneration if you're a little low on hp. No need to take potshots from your enemies, just boom in and heal.
I can't comment on how it compares to Dark/Fire as I have no real experience with Fiery Melee, but I can say the combo is a helluva lotta fun. Slow to mature, like most tankers, but a great big bag of tricks to liven up the party.
I just recently finished leveling and setting out a Dark/Electric tank. In fact just tonight I did my first STF as the main tank. His build is a modified version of Dechs Kaison's Dark/Fire build that he discusses in this thread: http://boards.cityofheroes.com/showthread.php?t=217233 (Many thanks to Dechs btw, after years of playing almost exclusively squishies, his thread inspired me to actually put the effort in to build up a tank).
I've found Dark/Electric very enjoyable to play, though I have to confess I largely bypassed any growing pains it might have, since I didn't do much actual play with him until I had slotted in the necessary goodies to put paid to any knockback and endurance issues. In any case I can definitely attest that in the long term and with the investment necessary to set it out, it is a beast, and very enjoyable to play.
My Dark/Electric, Stoirm Thoirni, recently hit level 27. I'm still trying to sort out his final build, but so far he's been fun to play. As I've been leveling him the two key elements for me that have made a big difference was making sure I'd slotted the Theft of Essence: +chance for endurance in Dark Regen, and getting Oppressive Gloom at level 26.

I agree that Theft of Essence +% for End is pretty vital to making Dark Regeneration less of an End hog.
I'm, however, less of a fan of OG than Rangle is. I respec'd out of it and haven't looked back. Largely depends on if you mind the goons wondering out of melee range or not. If you have an epic Immob, might not be much of an issue. I will admit it does work to reduce incoming damage from minions, except you may have to move around more than usual to get them back in melee range. Largely it comes down to your personal preference.

I am playing a new tank, Dark/Electric named Stormclouds, so far (he is sitting at level 9), the build is fun and feels pretty strong. So I am curious, I searched a bit and didn't find any posts about this combo. So I am hoping maybe someone has played this particular combo to get some ideas at how well this particular breed plays. Appreciate any input, not looking for a build but more along the lines of what I need to dread or look forward to, and how would it compare to say a Dark/fire.
