The Council/5th are also fond of high tech of the robot variety, particularly Vandal and Burkholder, and Nosferatu is into the whole genetic modification shtick.
Malta too. Those big robots had to come from somewhere, and they've managed to develop a gun specifically to counter powers related to the Well of Furies, so they must have some brains working on the whole "taking down people with super powers" issue.
Unless of course they're just buying all that stuff from Crey. Whom they are shown negotiating with, so they do get some stuff from Crey, but the Orestes rifle was developed by them.

You could also do what I did. Make up some random company.
With Rider 00, his armored suit comes from a company known as Horizon Technologies, which also developed the Rider Trooper massed produced combat armor line for use by standard law enforcers employed by the Tokusatsu Hero Force, which is a group I use to make my AE missions.
With Talkarat, he is an alien invader from the planet Ultara. Guantlets capable of controling pain, as well as his robotic drones, are all standard issue for Ultarian Commanders.

If you were gonna have a well-known figure from CoH lore develop something super-hi-tech, who would be the most likely suspect? For good OR evil.
