Ice/Ice tank critiqe
The first thing that strikes me is that you are using a lot of sets that give primarily positional defense bonuses (Touch of Death, Obliteration, Scirocco's Dervish) instead of typed defense bonuses. That means you are using many more slots and spending more influence than you need to get enough set bonuses to soft-cap. For instance, 4 Smashing Haymaker gives the same S/L defense bonus as a full set of ToD or Obliteration, at a fraction of the cost. Kinetic Combat gives twice the defense bonus in four slots, though they are currently quite pricey.
I'm also not a fan of Maneuvers for tanks; the defense it gives is relatively small (less than CJ, for instance) and the endurance cost relatively high. If you drop Maneuvers and pick up SJ or Hasten instead you could make up some of the lost defense just by more fully slotting CJ.
You have EA fully slotted with Efficacy Adaptor, but IMO the best strategy for EA is to frankenslot to get end mod, recharge, and defense as close to the ED cut-off as possible. I generally use 3 IOs from a end mod set and 3 from a defense set, heavy on the recharge to achieve that.
Your first three attacks are all underslotted for damage, which is less than ideal. I would adjust the slotting on those attacks.
Here's what I would do with your build; I replaced Maneuvers with Hasten and adjusted the slotting so S/L/E/NE are still soft-capped. The early attacks are also fully slotted. The regen and recovery numbers are coming up impossibly high and I don't know what's going on with that, but this build should have decent regen and recovery.

I get the thinking behind the build but for me no bonus is worth seeing a huge ED cap reduction for.
I'd wait if possible for the new game build to come through prior to changes as I just realised it's only 3 weeks away but a freespec has got to go I guess.
Read into exactly what each enhancement gives you. Sometimes people get a bonus at a price of the powers potential buffage.
I do recommend haste.
The only power taunt slots are good in is taunt when it comes to Ice/Ice so avoid taunt slotting frost breath if poss. If your .2 % below softcap, don't worry about it.

I've found the Hop-Frost tactic to be excessively useful and extremely simple to execute, because it turns a forward cone attack into essentially a PBAoE-ish attack which can cover a really decent radius around where you (were) standing, simply by jumping straight up and hitting Frost at the top of your jump, thereby maximizing cone area coverage on the ground. And since the move is purely an up/down temporary repositioning, you don't have to worry about hostiles chasing you down (while slowed) like you would if you were constantly retreating laterally so as to get everyone into your forward arc.
Been trying to wrap my head around setting out my Ice/Ice tanker.
This is a first draft. Going for soft cap on smashing/lethal and energy/negative without breaking the bank (hopefully).
