I'm not a human-only expert, so take my advice however you will.
You are close to perma-Eclipse levels. I tell people that with 3-slotted Hasten, a well-slotted Eclipse (meaning well slotted for recharge at least - mine is in low 90%) and around 86% global recharge, you will have Eclipse perma. You've got 81% global recharge, and 84% recharge in Eclipse, so I'm guessing that you'll have a few seconds of it off before it is recharged to use again.
Now, if you are planning to simply leave your shields on when using Eclipse, I would change the slotting to 2 Res/Rech and 2 Acc/Rech. This will bump up the Accuracy and Recharge (by about 3 seconds) but will now mean that you'll have to hit 6 targets (with no shields on) to cap resistance, as opposed to 5 bodies that you would have before (with no shields on). So, if you plan to keep the shields on, that difference doesn't matter, and the 2 Res/Rech and 2 Acc/Rech route will save you a couple of slots.
If you use the shields anyway, the 2/2 route will require 4 bodies to hit to be capped to all except Toxic/Psi (which you don't get in the shields). You're slotting now, it would take 3 bodies hit. IMO, not a big enough difference to spend 2 slots on. I regularly hit 5+ easily while teaming. (I don't use Eclipse often enough while solo)
So. There's 2 free slots if you want them.
Also, you could take off the recharge IO on Stygian Circle. All it's doing is giving it to you 1.2 seconds earlier. I doubt that's going to make any sort of difference in play. So there's another free slot - up to 3 now if you want them.
Take off an End redux from Orbiting Death, and you'll be spending .06 more end per second, but you can have a 4th free slot.
For me, I've always gotten by with 1 -KB IO. 1 will do you fine for 99% of the game, and 3 will make sure you can stand up against, I dunno, Mary the AV and her hurricanes. So if you want to save 2 more slots, you could take a couple out.
Anyway, there's 5/6 free slots that can be taken easily from your build that won't impact it much at all, and you could add more recharge using a set (to help ensure perma-Eclipse) or go do something else with if you'd like. Build looks good otherwise.
*One other thing. You could switch the sets used in Inky and Gravitic Em - if you put the purple set in Gravitic Em, you get it's recharge to 13.2 and duration to 27.5. With the Stupefy set in it, it's recharge is 15.1 and duration 23.7. That's a 6-second gap that you could widen Gravitic Em by switching those sets.
(Switching out purple set in Inky for the Stupefy will lower it's duration by 2 seconds, not as big a difference as widening Gravitic's by 6 seconds.)

Also, you could replace the Hecatomb Dam for the Hecatomb proc. According to Mid's, at least, this will increase average damage in Gravity Well. If you are fine with endurance, I'd take out the Dam/End and put in the proc, for even higher avg. damage.

Okay so made version 2.0.
My global recharge outside hasten is now 86% but it took slotting stygian circle with 5 doctored wounds to get it but I was able to find the slots without much cost. Also, I have 3 +recharge procs so I think I have a nice real world margin of time to keep eclipse permanant when I need it. Presently it shows my Eclipse recharges in 85 seconds without the Procs firing off.
Regarding KB and added slot for resist. I had to put something in those 3 shields and i figured 12 KB made more sense than added resist since I aimed for perma eclipse. I tinkered around with slotting on other powers too and even found a slot for Kismet +6% to hit IO.
Take a look and tell me what you think. If there is a way I missed to get the global recharge up without placing 5 doctored wounds let me know. The only other option I could think of was to adding dark detonation with 5 positrons blast instead of my fire/cold/toxic shield...not sure I like the KB from that power.

I'd put the purple proc in Shadow Blast somehow though, I love 'em, and they tend to be a tad cheaper (I could be wrong) than the normal purple IO's.

I like this build and I might use some of the ideas on my WS. I think I might go for a little more HP, but that is what I like. Other than that it seems pretty solid.
Once I get mids i'll post a little more on this topic, but imho your recharge times are both waaaay too low. 87% will be enough to give you perma-eclipse, but a humanformer can get perma-hasten and near perma-mire if you work at it hard enough.
Also please include defense numbers.
Resistance does not mean much from sets... its the defenses that count.

That would be great. Having played this build extensively with only regular IOs at the moment (at level 49), I do think getting some ranged and melee defense would really be nice. If I could keep my global recharge up, perma eclipse and get melee def near 30% and ranged in the 20's%...that might really be a nice indestructable build. I took my old builds down b/c that is what I am working out at the moment. I have found ways to get the def up but am running into slotting issues as you can imagine.

Anyway, I have run a few TFs with the build and it is perfect for me. I want to play it a few more mishes before I share it.
Sorry it took so long... still getting used to how to use mids...
If there are any glaring mistakes please tell me. I did not know how to add accolade powers ect, but this is as close to my build as I can recreate. I believe it to be accurate.
Yes, doctored wounds. I like the recharge.
Yes. AA in inky aspect. +tohit debuff helps you out a lot more in that power.

Hi All,
I have been hording purples and saving merits to outfit a Kheldian so not worrried about the cost of the build. I rolled this WS about a month ago and have refused to look at mids until I got him into the 30s and I had chance to get to know the powers. Surprisingly I am familiar with most of them from use of Dark Melee and so on...He is lvl 30 now exactly btw.
In any event, I have learned a great deal about my Kheld and hope to have a fun one soon. I know general requests for help get you pointed to the guides. I would rather somebody give me specific feedback. I did this mids build quickly to get the feedback more specific rather than general. Take a look and tell me what you think.
