Latest information is (I believe) that the Brute will have access to APPs from the off, either red or blue side. You can still unlock PPPs by going redside and doing the arc and once they are unlocked they remain unlocked even if you respec.

WW: All characters will have access to the ancillary power pools for their AT. For ATs without ancillary power pools before I18 the powers are not exactly the same as the existing AT pools, but are very similar. Patron pools require running a patron arc to gain access to them, but once that’s been done once you always have access to the patron pools, even if you go to hero.

The thing some people seem to forget is it's all good to say get that skill
and this skill as well but remeber you have a fixed amount of skills you can
have and if you wish to have most if not all of both Primary and
Secondary power sets then that will leave even less options for you to
work with when it comes to the Power Pools not to mention the awsome
Patron Powers.

Now having up to about 16 Powers from both Primary and Secondary will
leave only about 7, 3 of which reserved to get Stamina and Health which
need either Swift or hurdle to get.
This leaves only 4 Powers left to choose, and to behoest that makes
deciding on what use it onquite tough since there will be Patron Powers
to aquire as well.

9 attacks? That is a bit much. With a little recharge you can get away with 5-6. All those extra slots and powers can be put to keeping you alive instead of being on attacks that do not get used that often.

Just because they *are* your primary and secondary powersets doesn't mean you should take all the powers. Most Tier 1 attacks are never taken (for Brutes; Blasters have incentive to, and Tankers have to) because of their low damage. Given that Brawl is free now, no real reason to take a very poor attack unless you just like the animation or something (Energy Melee being an example, for me).

There's usually one other power or two that you can or might want to skip in some sets (Hurl, Shadow Maul, etc..) Even though they're decent powers, you either don't like the animations or just don't have any real need for them.

I'd figure you'd probably shy away from the patron and epic pool powers as you generally have to pick a power you wouldn't want in order to get to the really good ones after it.
