If it's in your data folders, it's been "installed". It's just texture replacement, it isn't actually changing your game. It's not an actual "addon".
City doesn't have actual "addons" in the WoW style. They only have texture replacements or third-party programs that minorly interact with the game itself.

If it's in a folder named 'data', you just drop that in the City of Heroes directory, otherwise you make a folder named 'data' and drop it in that (unless it has an installer, in which case run that).
It doesn't have to actually replace the files, since CoH searches in the data/ directory then in the .pigg files for what it's looking for.

If you're talking about Corva's New Power Icons, there should be instructions in the first post, and there should also be an alternative link to an installer.
If you're talking about Vanden's Power Icon Fix, AFAIK, it only comes as an installer.

So i've just downloaded a lovely addon that replaces and updates all of the power icons on my power tray. (yay shiny!). Problem is, is that I have no idea how to install this thing onto City of Heroes.
I knew how to do it in WoW. I knew how to do it for Oblivion. But it seems like I'm just not smart enough to figure out how to install this file into my City of Heroes' folder properly.
If it's as simple as placing teh folder into the City of Heroes folder then thats just swell. But it seems like it would have to replace the old icons naturally..
