I dunno if it's the case anymore, but in the past I've critted on Boxing. But that could very well not be the case anymore.

However, the chance is only ever 5%. There is no 10% for higher than minion class.
A good way to check other powers is to type the power name in brackets: [Kick] [Flurry], and click on the name in chat. This will pop up the information on the power(Just make sure to do this logged in on a Scrapper!)

All the pool powers have the 5% chance to critical for scrappers.
Stalkers have their own peculiar criticals attached, such as the held, slept and if hidden.

Anything but Brawl or temp powers will crit. Boxing, Kick, Air SUperiority, Jump Kick, Flurry and any attacks in your Epic pool will all crit.
As noted above though, they all have a flat 5% chance that does not change based on enemy rank.
