Just to share with all brazillians and the other south american players that depend on LevelUp games for buying CoX and the booster packs:

I opened a support ticket with then, and just now they contacted me by phone saying that the whole responsability of their updating of the store rests on NCSoft. That they sell only what the NCSoft let then.

Well, I am not buying that. To me it seens only a matter of trying to dispose of my solicitation. But I feel like I need to bring this to light, if not only to make it clear how ethical they are, on blaming their business partners for their relapse behavior.

I will keep buying all of CoX line to all my accounts. And I will keep doing it bypassing the IP Block, as there is dozens of ways to do it. But a lot of customers here on Brazil are angry, and are getting more and more nervous with this situation.

The only ones that loose anything here are us, as a community.

So NCSoft says it is not them, but LevelUP...and LevelUP says it isn't them, but NCSoft...

I have just opened a support ticket on the Level Up Games site asking when Going Rogue will be available for purchase in Brazil. Let's see what their answer will be...

Just to follow up, my support ticket was answered by Level Up:

"Acompanhe as novidades no site da Level Up!
http://www.levelupgames.com.br"

which roughly translates to "Follow up the news at Level Up site." Unfortunately, their site has no news regarding City of Heroes.

Same thing with me, same excuses, it's no coincidence that level up's reputation is VERY blurry.

EDIT: I've searched a friend of mine that is a lawyer he said that the first thing to do is to contact the comsumer protection organ (PROCON) and explain the situation, probably this should solve this issue, if not there's the possibility to sue Level up games under the "law of obligation" (Lei da obrigação de fazer) since the company is responsible and have the duty to sell the game expansion.

Another South American here. I had to ask my brother in USA to buy a boxed copy of Going Rogue because I couldn't buy it online.

Does NCsoft know that only 50% of South America speak Portuguese? The other half of South America have trouble using Levelup because it's in freaking Portuguese! Why did NCsoft sell the ENTIRE South America continent to a Brazilian company? Levelup Games doesn't even sell booster packs!

NCsoft should only IP ban Brazilian IP addresses and leave the rest of South America alone.

I think they shouldnt ban any IP Brazil or from any other country, it's a offense for anyone who wants to buy something and cannot.

IIRC, for South American players, there's an option built into the game to allow you to directly purchase GR.
