Good Leveling Build for Mind/FF?

I got this character concept in my head last night, and I think when I jump on this evening, I might make it up and see if I enjoy playing it as much as I theoretically think I might.

Note: I am aware this build is (probably) in no way solo-capable, and I am really, really okay with that. I have found I don't like to solo, and I'm not really all that concerned with seeing a ton of orange numbers going up. I find the most fun in MMOs from those, "Man, we couldn't have finished without you!" messages from my teammates.

Anyway, here's what I'm planning up to level 40. I'm wondering if it's a good plan for what I want to do:

I think that should make me a pretty decent Team MVP for most of my leveling career. Lots of buffs and mitigation, plus some nice holds and powerful crowd control powers. Doesn't really do a lick of damage, but that's kind of a given in the character concept.

Pretty solid, but a few points I'd change:

Levitate is a better damage attck than Domination (does about 1/3 more damage), and Domination's a better control than Levitate. So, I'd slot Levitate Acc,Acc, Rech and 3 Damage, and Dominate 2 Acc, 2 Rech, 2 Hold if youre using SOs.

I'd give Confuse more slots, ad take some out of Force Bolt. Force Bolt just needs a default Acc, you have way better controls, whereas Confuse should at least have some recharge in it for confusing bosses quickly. Preferably 1 Acc, 2 Rech, 1 Confuse miniumum.

Mass Confusion needs recharge, preferably 3. You've got 4 confuses in there, so you're breaking the ED cap* of 3 SOs. Aim for 2 Acc, 2 Rech, 1 or 2 Confuse.

Fly will cap your flight speed with 2 slots. One would be enough, so get the slots from there.

Repulsion Bomb's stun has only a 40% chance of going off, and you dont need the extra control that badly on a Mind Controller. Its a nice source of AoE dmage, but if you aren't into damage, I'd slot it one Acc and keep it in your back pocket for emergencies.



* ED = Enhancement Diversification. It means after 3 SO's, your returns from enhancements are greatly diminished. So never slot more than 3 of the same type in a power

I have a Mind/FF in the 40's, and surprisingly, I have solo'ed him most of the time. Solo in the low levels was pretty easy, but in the upper levels, the amount of damage he can do is more limited. Pets really help out other controllers.

Because he is built to solo but still has the ally bubbles, he is always welcome on any team. Key to both team and solo play is the single target attack chain that is also a mez chain -- Dom-Mez-Lev. I can focus on one target to take him out, or I can spread those around to mez three foes. Therefore, I suggest the first four powers you take are Mesmerize (slotted for damage), Dominate (which can be slotted for damage, mez or a combo) and Levitate. The first two set up Containment for the third. Mez does more damage than Dom and the hold lasts through the next attack, so I lead off with Dominate. Then, Mezmerize does double damage, or if Dom missed, Mezmerize set up Containment for Levitate, the big hitter. And Confuse gets sprinkled around to keep other foes out of the fight. (I'm a big fan of Confuse -- just take a look at my Illusion/Radiation guide).

Force Bolt is a fun power, but will probably frustrate your team if you use it much. Wouldn't a Sleep like Mezmerize be more team friendly?

PFF is over the softcap on its own without any enhancement. Why waste slots in it? Only if you expect to be going up against +4s.

To OP, in addition to the advice already given, would recommend dropping force bolt and repulsion bomb and replacing them with aid other and aid self.
