Riot Control... Would you play this?

Pepper Spray should be a short ranged cone. It would also be a -perception, -to-hit, with maybe a stun
Tear Gas would be a -perception, -to-hit, with a fear
I'd play the set. It looks like it would be a lot of fun.

3. Wide Area Web Grenade – Ranged (Targeted AoE), Foe Immobilize
5. Sleep Grenade - Ranged (Targeted AoE), Sleep
4. Smoke Grenade - Ranged (Targeted AoE), Foe -Perception, -To-Hit
6. Flash Bang- (PBAoE), Foe Stun
7. Pepper Spray - Ranged (Cone), Choke (Hold)
8. Riot Foam – Ranged (Location AoE), -Fly, -Jump, -SPD
9. Summon Robot – Summon Backup Robot
1. Burst - Ranged (Single Target) -Def
2. Pummel - Melee, High DMG (Single Target) Stun
3. Slug - Ranged (Single Target) KD
4. Heavy Burst - Ranged (Cone) -Def
5. Swap Ammo
6. Venom Grenade - Ranged (Targeted AOE) -Res

I honestly think both Controllers and Dominators need a "gadgets" Control set, and a gun-based Assault sets for Dominators is a necessity for the Natural, non-powered villains (and Preatorians, come GR) too.
Personally, I think I would go more with a sort of glue gun, and then a combination of martial arts kicks and pistols for the Secondary. It introduces redraw, but then there would be redraw with any combination BUT Riot Control/Assault Rifle anyway. Riot Control being grenades and other weapons that require limited redraw would be more in keeping with Devices and Traps.
That doesn't mean I would be opposed to the set being fired from the Super Soaker, I just think it's a conceptual stretch. Plus, there could eventually be a sort of Control Archery to pair with Trick Arrow, which would use the bow as the unified launch system.
Ultimately, though, I think the reason I am posting here is to say that Riot Control is still the perfect name for the set, no matter how it is set up.

4. Empty Clips - Ranged (Cone), Moderate DMG(Lethal/Special), Knockback/Special
5. Swap Ammo - Change Secondary Damage/Effects
6. Foot Sweep - PBAoE, Moderate DMG(Smash), Foe Knockdown (Same animation ad Dragons tail)
7. Double Barrel - Melee High DMG(Smash), Foe -Recharge, -SPD, Knockback (Same animation as Ripper except with guns)
8. Piercing Rounds - Narrow Ranged, High DMG(Lethal/Special), Foes -Res(All)/Special
9. Executioner's Shot - Close, High DMG(Lethal/Special), Foe Knockback/Special


I would like to see more powers like DP's Piercing Rounds. Long, very very narrow cone, that can hit 3 targets so it seems like you're piercing through multiple enemies lined up. I think something like that in rifle form would work out nicely for this proposed set.

I honestly think it would be more likely to see Swap Ammo with a pistol set than with Assault Rifle. Outside of that, yeah, except for the need to redraw weapons between the Primary and Secondary it's probably just as good as an Assault Set.
It seems kind of redundant to have three different sets for a rifle with martial arts, pistols with martial arts, and a bow with martial arts, but that's probably how it would end up having to be. Assuming the devs actually take the time to make all three sets.
I would rather see Grenade Launcher Control and Gatling gun Assault.
I could see a Grenade Launcher Control or just a weapon selection.
I was in the military a few years ago and I remember training on the use of a bayonet. We had to learn how to use it in close combat and we even did an obstacle course with our rifle with bayonets attached and had to Slash the dummy from shoulder to opposite hip at an angle, Stab with all our force behind it, slice the where the stomach would be on the dummy, and even had to learn how deliver a powerful butt stroke with the buttstock of our weapon. This is why I beieve that Rifle Assault would be the perfect combo of range and melee for a Dominator.

Well you could drop it on there foot for a small mag 2 stun.
